Background:

The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development  (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptative capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development.  Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1.

OBJECTIVE: The Environmental Compliance Officer develops environmental mitigation and monitoring plans (EMMPs), supports the DCEO team in the development and implementation of the mitigation measures, maintains environmental compliance records, and provides guidance, training and briefing on environmental compliance matters.

Responsibilities:

  • Develops project activities’ Environmental Mitigation and Monitoring Plans (EMMPs). This includes conducting the necessary desk reviews, site visits, and meetings to collect the necessary information for the preparation of EMMPs which comply with USAID environmental compliance procedures and regulations.
  • Support the program teams in the implementation of the mitigation measures and the reporting of the results.
  • Support the program team in the review of the environmental mitigation and monitoring reports (EMMRs).
  • Maintain environmental compliance records and data which includes but is not limited to: maintaining EMMP files, EMMRs, EMMP closeout documentation, EMMP tracker and database information.
  • Provide environmental compliance trainings, briefings, and orientations to staff, grantees, subcontractors, vendors, and beneficiaries.
  • Provides input to the environmental compliance reports (weekly, monthly, quarterly and annual) as needed.
  • Troubleshoots and resolves environmental compliance issues.
  • Other tasks as assigned by the Environmental Compliance Manager and Activity Implementation Director.

Qualifications & Preferred Skills

QUALIFICATIONS: 

  • Bachelor’s degree in a relevant field.
  • Three years of experience working in the development sector is highly desired with, preferably on programs funded by USAID.
  • Good understanding of USAID environmental regulations for environmental compliance. Experience supporting project environmental compliance and/or developing country initial environmental evaluations and EMMPs highly desired.
  • Strong communications skills, with prior experience providing grants or procurement training to staff and local partners preferred
  • Fluent written and spoken English is required. Arabic and Kurdish language skills desired.
