PURPOSE OF POSITION:
ARK is implementing a USAID funded governance, peace and stability program in Yemen, which operates in accordance with US Government environmental regulations and guidance, including Initial Environmental Examination (IEE), and Environment Management and Mitigation Plan (EMMP)
The position is a new role within ARK and will be responsible for ensuring compliance with USAID environmental regulations and advising the project teams on the implementation of climate mitigation and resilience measures within all project activities. The role will also support ARK wider environmental compliance strategy, ensuring alignment with achieving the organisations climate reduction goals across all operational activities.

KEY RESPONSIBILITIES:
The Environmental Compliance Officer oversees project environmental compliance, including environmental threshold decisions and climate risk determinations during activity development; monitors activities from development to clearance, implementation and closeout to ensure mitigations have been incorporated. Tasks include:
- Advise the CoP and other project staff on the programmatic implications of the Environmental Determinations in the IEE. Conduct assessments and advise teams on the environmental implications of planned activities and propose appropriate mitigations.
- Produce project Environmental Monitoring and Mitigation Plan in coordination with the CoP and Project Coordinators.
- Conduct regular monitoring of project activities to ensure full compliance with USAID environmental compliance regulations per ADS 201 and 22 CFR 216.
- Lead on the development, updating and review of all environmental compliance deliverables for the project.
- Work closely with team members, partners, and subrecipients to build their capacity on environmental compliance, environmental safeguarding and climate adaptation.
- Work in close collaboration with the MEAL team to track indicators as part of the Environmental Monitoring and Mitigation Plan.
- Lead on ARK’s Environmental Monitoring and Mitigation reporting to USAID on behalf of the CoP.
- Coordinate with external stakeholders and contractors including USAID AOR, BEO, REA and MEO.
- Participate in relevant technical working groups or meetings, as required***.***
- Support the development and iteration of ARK’s climate change and environmental risk strategies.
SKILLS, KNOWLEDGE AND EXPERIENCE:
Essential
- Demonstrated experience and knowledge of USAID environmental compliance policies including the development of EMMPs and EMMRs.
- Demonstrated experience working in some or all of the following: environmental safeguarding, climate screening, conservation, biodiversity management, capacity building.
- Fluent written and spoken English is required.
- Undergraduate degree in natural resources management, environmental protection, biology or similar related field required; advanced degree preferred. Relevant professional experience may be substituted for academic accreditation.
Desirable
- Recent professional experience working in a similar role on a USAID program in Yemen or another Arabic speaking country.
- Arabic Language skills (written and verbal).
- Working knowledge of the GHG Protocol Corporate Accounting and Reporting Standard including experience developing GHG Inventories.
