The consultant(s) will prepare a scoping statement for the proposed activity to ensure that the full extent of issues to be addressed in the ESIA assignment are fully covered. In doing this, the consultant(s) will seek scoping opinion from ATI and other key stakeholders including local government and other biodiversity institutions, amongst others.

Task 1 – Scoping: The consultant will prepare a scoping statement for the proposed activity to ensure that the full extent of issues to be addressed in the ESIA assignment are fully covered. In doing this, the consultant will seek scoping opinion from ATI and other key stakeholders including local government and other biodiversity institutions, amongst others.

Task 2 – Description of the Environment: The consultant will carry out a robust baseline information (quality and quantity) about the Saanag Region in general, and in addition to the 20 selected frankincense harvesting communities. Adequate information should be gathered about the physical environmental, biological environment, and socio-cultural environment. List of attributes to be provided by ATI.

Task 3 – Legislative and Regulatory Considerations: The consultant will research and describe the national and local legislation, and specific guidelines on commercial exploitation of natural flora, as well as the authorities responsible for monitoring of the proposed activity. The consult will indicate what is needed to comply with requirements.

Task 4 – Additional Studies: The consultant will perform these studies, as needed:

  • Identify and describe recommended and emerging frankincense sustainable and best practice harvesting technologies
  • Determine the extent to which the identified approaches and technologies for sustainable harvesting of frankincense have been adopted my frankincense harvesting communities in the Saanag region
  • Identify barriers to widespread adoption of sustainable frankincense management approaches and technologies and corresponding inclusively co-created solutions with frankincense harvesting communities

Task 5 – Determination of Potential Impacts of the Proposed Project: The consultant will Identify and describe all potential major environmental and social impacts from the proposed project which will be significant over the short-term, medium term and long-term. To include direct and indirect impacts, and cumulative impacts, from the proposed activity.

Task 6 – Analysis of Alternatives to the Proposed Project: The consultant will describe the main alternatives/trade-offs in the proposed approaches to deliver the proposed project while maintaining a focus to meet the intended objectives.

Task 7 – Development of Environmental and Social Impact Management Plan: The consultant will develop this plan that includes recommended feasible and cost-effective mitigation measures to prevent or reduce significant negative impacts to acceptable levels. It must indicate the impacts and costs of those measures, and of the institutional and training requirements to implement them. The consultant will prepare a management plan, including budget estimate, staffing requirements, monitoring, institutional and strengthening requirements and other necessary support implement the mitigating measures. The ESIMP will identify clearly at what stage of the proposed activity implementation each measure is to be implemented, and who will be responsible for ensuring that each measure is implemented.

Task 8- Identification of Institutional Needs to Implement Environmental and Social Assessment Recommendations: The consultant will review and describe DFEC’s institutional capacity to implement, manage, and monitor and report (in the short term as well as in the long-term) the proposed ESIA recommendations.

Task 9- Development of an Environmental Mitigation and Monitoring Plan (EMMP): The EMMP shall be prepared in such a detailed manner to capture environmental and social requirements (mitigation measures and monitoring, technical specifications) related to the proposed project. It Includes:

  • A mitigation plan that identifies and summarizes all expected potentially environmental and social impacts; describes each mitigation measure
  • A monitoring plan including a specific description of monitoring measures (affiliated with the mitigation measures proposed in the mitigation plan) with the parameters to be measured, methods to be used, sampling locations, frequency of measurements; specific description of institutional arrangements, and the reporting procedures, and
  • An implementation schedule for mitigation, capacity building and monitoring measures proposed in the above plans and cost estimates and sources of funds for implementing the EMMP.
  • Set up a monitoring plan for the EMMP

Task 10 – Public Participation: The consultant will map out all stakeholders necessary to be consulted or participate in the ESIA process. The consultant will conduct comprehensive public participation with the relevant authorities and the public, bringing together all key stakeholders mapped above.

Task 11 – Reporting: The environmental and social impact assessment report shall be concise and limited to significant environmental and social issues. The main text must focus on findings, conclusions and recommendations, supported by summary of data collected and citation for any references used in interpreting those data. ATI wil provide the required outline.

Task 13 – Submission of ESIA report for approval to Somaliland Environment Management Authority

Minimum Qualifications:

  • Advanced degree in forestry or natural resources
  • Minimum 10 years of practical experience in environmental Impact Assessment in forestry, biodiversity or endangered species.
  • Excellent research, writing, editing, reporting, and oral communication in English in a clear and concise manner, strong analytical, research and synthesis skills, presentation and drafting skills.
  • Proven experience in stakeholder mobilization and coordination
  • Experience in application of USAID ESIA procedures desirable
