FHI 360 brings multi sectoral expertise to design, deliver, evaluate and scale solutions to environment and climate change (ECC) challenges. This integrated, 360-degree approach is needed to achieve sustainable, resilient, just and balanced outcomes for people and the planet.

FHI 360 seeks an Environment and Climate Change (ECC) Senior Technical Advisor (STA) to provide strategic and technical leadership to FHI 360’s ECC strategic initiative. This includes identifying and securing traditional and non-traditional financial resources, developing and supporting the implementation of technical strategies, programs or tools and building staff capacity and providing guidance to ensure that program design and implementation adheres to appropriate technical standards and guidelines. The STA is expected to stay current of traditional and non-traditional funding streams and evolving technical standards, guidelines, and program developments in area of expertise and is responsible for sharing best practices and contributing to the knowledge base through participation in scientific forums and technical networks. The position, based in the Asia Pacific region, will report to the Deputy Regional Director/ Technical Director and will coordinate closely with FHI 360’s other regional offices and sector business units.

Scope of Work

The ideal candidate will have a strong understanding of USAID and other international development donor terminology and language pertaining to environment, climate change and social development programs. A successful candidate will be offered an initial Master Consultant Services Agreement (MCSA) with a period of performance for up to one year. The expected level of effort for this engagement will vary based on ongoing needs. The consultant will provide support to the Asia Pacific Regional Office (APRO) on the following:.

  • Provide technical leadership in and contribute to the following ECC technical areas and projects: air pollution, plastic pollution and the circular economy, climate smart healthcare and other relevant areas.
  • Contribute to the growth of FHI 360’s Asia Pacific environment and climate change practice area; including securing funding for program implementation, conducting research, generating thought leadership, provide technical input for the development of communications and positioning materials and tools, and establishing and strengthening partnerships with key actors in the ECC space.
  • Lead design, implementation and quality assurance of environment and climate change activities.
  • Collaborate closely with and facilitate technical exchange with FHI 360 staff, partners and collaborators.
  • Develop tools for the design and implementation of specific technical components; ensure project implementation adheres to the appropriate global strategy and remains technically sound.
  • Serve as a technical partner, including reviewing, analyzing and evaluating the effectiveness of programs/projects and making recommendations for improvement.
  • Represent FHI 360 at professional meetings and conferences, organize scientific events and grow FHI 360’s reputation as a thought leader in the environment and climate change arena.
  • Perform other duties as assigned.

Location of Work: Working remotely or Bangkok, Thailand

Travel: Possible travel occasionally for high level conferences/events or strategic meetings

Qualifications

Desired Qualifications include:

  • Master’s degree or its international equivalent in environment, climate, international development or a related field; a Doctoral degree is preferred.
  • 10 or more years of scientific leadership in one or more of the following areas: air pollution, plastic pollution and the circular economy, climate-smart healthcare, climate change or a related field.
  • Track record of producing technical products, such as journal articles, job aids, training curricula or other tools.
  • Demonstrated experience in designing effective, evidence-based projects that are strategic in nature and national/international in scope.
  • Must be able to read, write, and speak fluent English

Evaluation Criteria: Proposals will be evaluated in accordance with the following criteria:

Indicator: Master’s degree or its international equivalent in environment, climate or a related field; a Doctoral degree is preferred

Proportion: 20%

2.

Area: Experience

Indicator: 10 or more years of scientific leadership in one or more of the following areas: air or plastic pollution, climate change or a related field

Proportion: 60%

3.

Area: Cost

Indicator: Daily rate in USD

Proportion: 20%

      • FHI 360 will not compensate any offeror for responding to solicitation
      • FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion
      • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities
      • FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition
