Description about BUCRA
Burden of Childcare Reduced and Addressed for Women in Jordan (BUCRA – meaning Tomorrow in Arabic) is a 5-year initiative (2024-2029) funded by Global Affairs Canada and designed to enhance the economic empowerment of women in Jordan. BUCRA takes a systems approach that engages and supports local stakeholders from government, training bodies, the private sector and communities to drive gender-transformative change that addresses the most pressing childcare issues preventing women from participating in the workforce in Jordan. BUCRA targets over 8,600 women in 7 regions. The approach of equipping key stakeholders to address systemic barriers will enable the impacts to be experienced by women throughout Jordan over the long term.
In partnership with several local implementing partners including relevant government agencies, VTCs and civil society organizations (NCFA and Sadaqa). WUSC and partners will deliver under five key outcome areas: i) enhance the capacity of training providers to provide quality, market-relevant, and inclusive ECCD training; ii) increase access by women to ECCD-related services to secure employment or start/expand their home-based nurseries; iii) improve capacity of key stakeholders to develop and implement gender-responsive policy and regulation fostering the availability of quality ECCD services; iv) improve attitudes among women and their communities about women’s work and ECCD; and v) enhance the capacity of ECCD employers to provide quality, gender-responsive and inclusive ECCD services.
Responsibilities and Duties:
- To act as a focal person for TVET partners to support BUCRA’s implementation activities (events, campaigns, meetings, partnership, etc.) in coordination with the team and local partners
- To manage the budget and expenditure related to the components activities related to the work plan, in coordination with the Project Manager
- To participate in TVET-related working groups and maintain close working relationships with counterparts in other relevant international NGOs in Jordan
- To participate in WUSC communications and program development work by providing data, information and other material for use with WUSC Canadian and international programming
- To work in collaboration with the MEL Specialist in the date collection process and monitoring progress in accordance with the work plan and timeline
- To work in collaboration with the Partnership Officer to achieve the designated tasks
- To provide technical assistance to training providers to update accredited ECCD training curriculum to be market-relevant, gender transformative and inclusive
- To work with TVSD National Committee to establish program revision committee
- To work with the Partnership Officer to co-review and update ECCD curriculum
- To support training providers to develop condensed training modality for caregivers with educational or work experience
- To deliver support to training providers to deliver quality, market-relevant, gender transformative and inclusive accredited ECCD training
- To support training providers to deliver the updated accredited ECCD program in the selected locations
- To support TOT for MOSD trainers on the updated accredited ECCD training program
- To provide technical assistance to training providers to pilot ECCD competency-based trainee selection models
- To support the Partnership Officer in co-developing trainee selection criteria
- To identify and select tech-based trainee selection solution to pilot
- To roll-out pilot model to participating training providers to employ, test and evaluate
- To provide support to training providers to link women ECCD entrepreneurship to business development services
- To support in mapping existing BDS service providers with relevant programs
- To support training providers to provide technical assistance, networking, and linkages for women-owned ECCD businesses
- To support in innovative and inclusive approaches piloted to enhance the financial viability and sustainability of inclusive women-led home-based nurseries
- To deliver support through NCFA to new home-based nurseries
- To deliver support through NCFA to existing home-based nurseries
- To co-develop with and support key stakeholders to advocate for a financial sustainability model for home-based nurseries
- To share success stories and results enabling key stakeholders to adapt and scale the model
- To provide support to training providers to link women ECCD graduates with ECCD employment opportunities
- To work with training providers to identify and engage employers
- To support training providers to gather feedback from employers and graduates
- To work closely with the Partnership Officer on the following tasks:
- To provide support to ECCD employers to upskill their staff through updated market-relevant, gender transformative and inclusive ECCD training
- To work with training providers to promote updated curriculum and training offerings to ECCD employers
- To support ECCD employers to upskill caregivers and managers
- To support in inclusive incentive fund delivered to employers to improve quality, gender responsiveness and inclusive access to ECCD services
- To establish fund criteria, processes and procedures
- To invite applications, select employers and deliver funds
- To provide technical assistance and advice to chosen employers, manage fund, and monitor results
- To communicate successes promoting business case for investment
- To undertake any other tasks assigned by the Project Manager
Qualifications and competencies
Education
- Recognized professional designation in Social Science, management, or Business Administration (BA or B.Sc.)
Experience
- Knowledge of creating work plan, budget management, and drafting reports
- At least four years of progressive experience in related development projects
- Experience in working with INGOS and various implementation partners, governmental and civil society
- Experience in various types of reporting
Competencies
- Computing skills in office applications, including Word & Excel
- Ability to perform diverse and complex work
- Ability to work in a participatory manner within an international team
- Ability to think systematically and strategically while setting goals and planning priorities when required
- Willingness to travel outside Amman
- Demonstrate commitment to gender equality and belief in women empowerment
- Understanding of gender equality and social inclusion practices
Languages:
• Strong oral and written English and Arabic language skills
Position Type/Expected Hours of Work
- This is a full-time job position.
- Working hours and days are Sunday till Thursday, 8:30/9:00 A.M. – 4:30:00/5:00 P.M. with the possibility of working for extra hours in case any event is taking place
