Scope

Relief International assists some of the most vulnerable populations in Syria. To ensure proper targeting of communities, Relief International relies on robust, data-driven approaches to design integrated projects that are context aware, responsive and sensitive to the localised needs of communities. To ensure the reliability of its knowledge base, Relief International seeks to hire a consultant to harmonise its data structures across the organisation’s operational hubs in Syria by unifying data repositories and adapting appropriate data visualisation mediums to facilitate users’ access to information. This exercise is crucial at this time as it will assist RI to propose efficient, informed and responsive interventions, especially that several donors expressed interest in supporting RI’s work in Syria.

Objectives

  • OBJECTIVE 1: That RI has a harmonised data management system with more effective use of data for programming purposes.

    • Action: Review current data structures and identify best practices.
    • Action: Present concrete proposals (as a report/presentation) to the SMT concerning optimal models to unify data repositories to facilitate the safe and secure aggregation and storage of project data
  • OBJECTIVE 2: That RI WoS is equipped with comprehensive and user-friendly data dashboards that can be regularly harnessed across organisational functions for gaining analytical insight into the progress of program activities, as well as trends and issues to be focused on for program adaptation and development.

    • Action: Conduct an analysis of the current dashboards, the effectiveness of their functions and their user-friendliness.
    • Action: Revamp dashboards across RI’s primary operational hubs, and unify the user interface to facilitate access to information.

Deliverables & Payment Schedule

  1. An analysis of RI’s data architecture in Syria and provide proposals on how best to create a harmonised data management system with more effective use of data for programming purposes.

  1. Enhanced data dashboards, with improved visualisation and user interfaces.

  • Payment for deliverable 1 will be processed following the receipt of the analysis report package, review and integration of feedback from relevant staff.
  • Payment for deliverable 2 will be cleared after data dashboards have been presented, trialled for use and troubleshooting and then reworked following user feedback.

Timeline

End of December 2023 (Detailed DIP to be included as part of proposal).

Applications

RI will evaluate interested consultants based on the following items:

  1. Experience in data analysis and management for the purposes of humanitarian responses.
  2. Experience dealing with data analysis specific to the humanitarian response to crises in the Middle East.
  3. Demonstrated ability to employ data dashboards and other data visualisation methods.
  4. Proposed approach and plan for achieving the above objectives.
  5. Consultation fees.

Interested parties should submit the following:

  1. A brief proposal describing the methods and activities that will be employed to achieve the objectives.
  2. An itemised budget.
  3. A workplan of the activities to be taken, given the expected rapid turnaround.
  4. The consultant’s CV highlighting relevant experience.
