Under the direction of the San Manuel Utility Authority General Manager, the Engineering Program Manager manages the day-to-day operations and engineering functions of the San Manuel Utility Authority. This scope includes, but is not limited to, operating and capital improvement programs, natural gas purchases, long- and short-term utility maintenance contracts, setting utility standards and material levels and coordinating assigned activities with other San Manuel divisions, departments, and outside agencies. The Engineering Program Manager provides highly responsible and complex administrative support to the San Manuel Utility Authority General Manager.

The Engineering Program Manager champions the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribe’s vision, mission and values.

Essential Duties & Responsibilities

  • Manages and participates in the development and implementation of goals, objectives, priorities, schedules and budgets for assigned programs. Recommends and administers policies and procedures. Assumes responsibility for assigned activities of distribution expansion planning and design, distribution capital improvement programs, and standards and materials.
  • Develops, directs, coordinates, and reviews the work plans for electric distribution consultants/staff/contractors and assigns work activities, projects and programs to internal staff as well as contract employees. Reviews and evaluates work products, methods and procedures; meets with staff and external consultants to identify and resolve problems. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures. Recommends appropriate service and staffing levels within tribal and utility policy.
  • Directs, prioritizes, reviews and approves electrical engineering designs for new or revised electrical infrastructure capital projects.
  • Directs the preparation and participates in the approval of requests for proposals, purchase requisitions, and contract agreements for contractors performing work on capital and expense projects. Oversees the development of specifications, standards and contracts and participates in the acquisition of construction sites, rights-of-way, permits and easements, as needed.
  • As assigned by the GM, serves as the liaison for the Utility with other divisions, departments, and outside agencies. Negotiates and resolves sensitive and controversial issues. Serves as staff on a variety of boards, commissions, and committees. Prepares and presents staff reports and other necessary correspondence. Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of electrical engineering, renewable power supply, and transportation and building electrification. Incorporates new developments as appropriate.
  • Contributes to the development and administration of the Utility’s annual budget. Participates in the forecast of funds needed for staffing, equipment, materials, and supplies. Monitors and approves expenditures and implements adjustments.
  • Provides responsible staff assistance to the SMUA General Manager by conducting a variety of organizational studies, investigations, and operational studies. Recommends modifications to programs, policies, and procedures as appropriate. Responds to and resolves difficult and sensitive Tribal inquiries and complaints, or those generated from other San Manuel executives and staff.
  • Exercises direct supervision over supervisory, professional, and technical staff/consultants/contractors.
  • Selects, trains, motivates, and evaluates personnel. Provides or coordinates team member trainings and works with employees to correct deficiencies, implement discipline and termination procedures, as needed.
  • Performs other duties as assigned to support the efficient operation of the department.

Education/Experience/Qualifications

  • Bachelor’s degree in electrical engineering and/or related field required.
  • Minimum of six (6) years of electrical distribution engineering experience, including two (2) years of administrative and project oversight responsibility.
  • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements indicated above.
  • Knowledge of operational characteristics, services, and activities of electrical distribution capital improvement programs, SCE and CAISO procedures and protocols, and distribution standards.
  • Knowledge of principles and practices of electrical engineering and its application to a wide variety of electrical systems; principles of electrical distribution planning and economic analysis; modern and complex principles and practices of electrical engineering; principles and practices of program development and administration; principles and practices of utility budget preparation and administration.
  • Knowledge in principles of supervision, training, and performance evaluation; pertinent federal, state, and local laws, codes, and regulations.

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.
  • Registration as a Professional Engineer in California. Electrical discipline preferred, other disciplines will be considered with appropriate electrical experience. Other states will be considered with commitment to seek California registration.
