Creative is soliciting offers for technical expertise in accordance with the Scope of Work below and Creative’s Renewable Consultant Agreement Terms and Conditions available here. Creative intends to award one or more Renewable Consultant Agreement(s) (RCA(s)) under which work may be negotiated and awarded as fixed price or level of effort performance-based activities. Creative reserves the right to make multiple awards or no award as a result of this solicitation.

Summary:

The Consultant will provide advice, guidance and recommendations on all matters relating to the construction and design of a prototype community police station specifically as a base model for refugee camps. Further to this, the consultant will prepare a blueprint of the station type to inform and instruct construction engineers of the requirements.

RFQ closing date: June 15, 2023 at 5PM EST (applications reviewed on a rolling basis)

Responsibilities

Tasks To Be Performed:

  1. Provide the program with community policing expertise in relation to policing real estate and advice as requested to inform programming including, but not limited to the design of a refugee camp specific community police station.
  2. Consult with the NEA, Internal security forces, humanitarian actors and representatives of the camp community to establish their needs, specifications and requirements in relation to a community police station.
  3. Make recommendations and suggestions of key points, considerations, needs and specifications of a community police station design with explanations of the rationale.
  4. Perform other duties as required.
  5. Other similar tasks to be mutually agreed between Creative and the Consultant.

Other Matters

The Consultant will report to the Community Policing Technical Lead and coordinate with the Program Coordinator and Policing Advisor.

The Consultant will provide services remotely but should be available to communicate with program staff based in Berlin, Germany; Rochdale, England and Amman, Jordan during at least some of the normal working hours in Berlin/England/Jordan each week to facilitate communication and coordination.

Work Order 1

The consultant will assist the program aims to plan a community police station prototype, which will result in better security for station staff, be of a design acceptable to humanitarian actors and camp residents to reduce friction between residents and security forces, and therefore less space for malign actors in a post-conflict setting. The consultant will contribute to capacity building with the overall goal of enabling a Community Police station for the delivery of community policing services that is responsive to citizen needs and views.

RESULTS AND/OR DELIVERABLES

The Consultant will provide:

  • A report and presentation outlining recommendations of the community police station design for consideration by the partners, humanitarian actors camp residents and programming.

  • Produce a draft community police station design with full blueprints drawings and specifications as to design, including height overall size and all other dimensions materials, quantities and final decoration specifications, specifying security plans to be reviewed by all stakeholders for final ratification.

  • Final Drafts of blueprints to be developed completed and approved by Creative.

  • Attend meetings as and when required.

Qualifications

An overarching Renewable Consultant Agreement will be issued based on the capabilities and qualifications listed below as well as those listed in the individual’s submitted CV.

Required Qualifications

  • Demonstrated organization skills and ability to work and multi-task under pressure.
  • Familiarity with the roles of police and internal security services in authoritarian environments.
  • Strong interpersonal skills and ability to negotiate.
  • Experience working with an international development organization and or government. agencies. Such as USAID, State Department, UN, DFID, EU; and Familiarity with post-conflict settings.
  • Construction engineer Batchelor’s degree or industry equivalent.
  • At least 15 years in the construction industry.
  • Fluent in English language.
  • A working knowledge of Arabic is desirable but not essential.

Work Assignment:

Consultants with the requisite qualifications will be given a renewable consulting agreement under which specific work assignments will be ordered on an ad hoc basis, subject to consultant’s availability. Consultants may be required to compete against other similarly qualified consultants, though generally work will be assigned and negotiated directly with the consultant.

Selection will be made on the basis of technical capability and overall best value. Modifications to this solicitation, including closing date extensions, will be posted on the Creative website. Please check the website for updates. Please note that RCAs lock in a consultant’s rate for one full year and this rate may not be re-negotiated again until the point of renewal.
