Vital Strategies

This position is a part of the Bloomberg Philanthropies Initiative for Global Road Safety Initiative (BIGRS.), which offers an exciting opportunity to work with an international team of road safety specialists, focused on contributing to the United Nations Second Decade of Action for Road Safety through enhancing knowledge and skills in contemporary best practice road safety strategies. This role would assist in creating and supporting multi-sectoral partnerships, especially within enforcement agencies, to facilitate a sustained reduction in road crash deaths and injuries in Chattogram. The local knowledge of systems and organizational structures, and ability to maintain productive relationships within your enforcement environment will be a valuable contribution to the success of any planned capacity building training programs. This is a full-time position for our road safety program in Chattogram, Bangladesh.

Specific duties include:

· Coordinate multiple international partner organizations’ road safety police work with both Chattogram City Corporation, Chattogram Metropolitan Police, and other road policing agencies, with the objectives of

o enhancing police enforcement,

o supporting surveillance systems strengthening,

o linking mass media campaigns to police enforcement, and

o supporting safer streets and safer mobility partners to get police approvals

· Manage high amount of inter-agency complexity

· Manage expectations of diverse high-level senior representatives of international actors

· Join calls with partners and facilitate discussions based on needs and with short notice

· Manage significant ambiguity with diplomacy and professionalism

· Interact dynamically with Chattogram Metropolitan Police, other transport/policing agencies and the Chattogram City Corporation

· Coordinate trainings, conferences, and high-level meetings with senior police leadership at both the city and national levels

· Lead international meetings between road safety experts and high-level government officials

· Be embedded in Chattogram City Corporation but visit and work closely with Chattogram Metropolitan Police

· Monitor and support progress toward work plan milestones

· Serve as liaison for the Chattogram Metropolitan Police and the city corporation’ interaction with Initiative partner organizations providing enforcement expertise

· Participate and coordinate in traffic safety trainings provided by Initiative partners

· Report regularly on initiative progress to the police and city corporation senior officials and to Vital Strategies and relevant initiative partners. Submit written reports on implementation status and progress

· Respond to the needs of the Vital Strategies’ Focal Point for BIGRS related work

· Troubleshoot barriers to progress and identify opportunities for rapid success

· Coordinate city’s work to enhance road police’s enforcement of laws to reduce unsafe and illegal road user behaviors, particularly the following risk factors: Speeding, helmet-wearing, drink driving, seat belts and child restraints

· Support the implementation of enforcement work plans within the BIGRS, in collaboration with the Global Road Safety Partnership with clear milestones and relevant targets for enforcement related components of the city’s overall road safety initiative

· Support the delivery of evidence based/data driven and targeted enforcement activities around the identified risk factors listed above

· Other deliverables as instructed by the city corporation, police, and the initiative

Skills and Qualifications:

· 15 – 20 years of experience in the Bangladesh Police service

· Bachelor’s degree; Master’s degree or higher is a plus

· Speak/Read/Write Bengali and English

· Professional English writing ability

· Significant experience engaging police, government, media, and civil society

· Ability to work with interdisciplinary teams and technical and non-technical actors

· Prior experience working in the Bangladesh Police shall be an added advantage
