Endline study consultancy for activity: “Provision of protection and livelihoods assistance”

1. Antecedentes/Contexto

El Norwegian Refugee Council (NRC) es una organización humanitaria no gubernamental con 75 años de experiencia ayudando a crear una vida más segura y digna para refugiados y desplazados internos. NRC aboga por los derechos de las poblaciones desplazadas y brinda asistencia en materia de vivienda, educación, sustento y seguridad alimentaria, información, asesoramiento y asistencia legal, y agua, saneamiento e higiene, así como protección. NRC trabaja en crisis en 31 países, donde ayudamos a salvar vidas y reconstruir futuros. Desde 2015, NRC ha estado trabajando en el norte de América Central con operaciones que hoy abarcan El Salvador, Honduras, Guatemala y México.

Con financiamiento de la Oficina de Asistencia Humanitaria (BHA), bajo el Premio No. 720BHA21GR00354, NRC es la organización líder en la Actividad “Provisión de protección y asistencia de medios de vida a las poblaciones afectadas por el desplazamiento interno en Honduras y El Salvador”. Este proyecto se implementa a través de un consorcio con Cooperative for Assistance and Relief Everywhere (CARE) International y OXFAM International en Honduras y El Salvador y sus socios. Abarca los sectores de BHA: Protección; recuperación económica y sistemas de mercado; Agricultura; y Asistencia en Efectivo Multipropósito. El plazo de ejecución de este Premio es del 15 de julio de 2021 al 14 de septiembre de 2022.

Esta Actividad busca aliviar el sufrimiento humano y reducir el impacto físico, social y económico de los desastres, asegurando que las personas desplazadas internamente (IDP) vulnerables y las personas en riesgo de desplazamiento en El Salvador y Honduras mejoren su estado de protección, seguridad y dignidad a través del acceso a servicios dedicados de protección y apoyo legal, sensibilización y oportunidades de medios de vida sostenibles.

Como antecedente, en el marco de esta actividad, NRC, CARE y Oxfam realizaron un estudio de referencia preliminar de la siguiente manera:

• NRC: datos recopilados en Honduras y El Salvador del 27 de septiembre al 6 de octubre de 2021 de beneficiarios de actividades específicas. Además, entre julio y octubre de 2021 se realizaron trabajos de campo en el marco de otras actividades con medidas similares, por lo que se utilizaron como medidas sustitutas de esta actividad.
• OXFAM – Data collected in Honduras and El Salvador from 16 – 23 September 2021 from targeted activity beneficiaries.
• CARE – Data collected in Honduras from 9 – 20 September 2021, and again from 6 – 10 December 2021. Both relied on data from targeted activity beneficiaries.

2. Objects

As part of the Monitoring and Evaluation Plan NRC intends to measure progress from baseline through an endline study with a sample of 370 direct beneficiaries. The development and completion of the endline study of this Activity is the main objective of this consultancy.

To develop the endline study consultancy, NRC intends to hire an external consultant to carry out the endline process and write the endline report. This external consultant will:

• Consistent with the baseline study, design and facilitate a series of field and remote data collection exercises across activity sectors in El Salvador and Honduras including sampled surveys, key informant interviews and focus group discussions through mixed methodologies (qualitative and quantitative) drawing on the specific experience of 370 sample activity beneficiaries in the two countries (Honduras and El Salvador). Data collection is expected to take place mainly in Distrito central, San Pedro Sula, Choloma, Villanueva, Quimistán, La Lima and El Progreso (Honduras) and San Salvador, Apopa, Zacatecoluca, Santa Ana and Santa Tecla (San Salvador. Sample should be estimated under a calculation of 95% confidence level and 5% error, as representative as possible. Endline study includes systematization and review of data already collected throughout the life of the activity from 324 beneficiaries surveyed.
• Use the qualitative and quantitative data findings to verify the relevant indicators consistent with the indicator properties set out in the Performance Indicator Reference Sheets (PIRS) and the Monitoring and Evaluation Plan. NRC will provide the PIRS, Summary of Baseline Measures, relevant calculations accompanying each indicator, and any relevant lists of participants per Activity sector.
• Document and develop an Endline Report including all the activity key outcome measurement results, analysis of the results compared to the beginning of the intervention (baseline study), as well as including programmatic recommendations and lessons learned on how similar interventions could be scaled up in the future.
• The consultant will:
• Review, adjust and calibrate data collection methods and instruments while adhering to the methodological standards and parameters set out in the Baseline study, and as approved by BHA. This applies to the different measures employed by NRC, CARE, and Oxfam.
• Systematize and review the data already collected throughout the life of the activity from beneficiaries surveyed through PDM (Post Distribution Monitoring) surveys.
• Conduct all the field data collection exercises, relevantly employing virtual and face-to-face sessions. When relevant, the consultant is expected to independently organize these activities with its own team of enumerators conforming with NRC’s protection standards and code of conduct. Field expenses, enumerators, per diem, transportation and lodging should be included in the proposed budget along with consultants’ daily rate.
• Classify, systematize, visualize, perform a shared analysis of data along with consortia members and implementing teams, validate final findings and produce a final report.
• Provide relevant recommendations based on findings of the Endline study for future programme learning.

3. Outputs

1. Within 14 days of the start date, the consultant should provide an Inception Report accompanied by a presentation to NRC, CARE and Oxfam. This Report should set out the methodology to be used, refinement of outcome measurement tools (with the support of NRC M&E team), a draft analysis plan for the data and an implementation plan. Desk review of existing program progress reports, service delivery data, post distribution monitoring reports and baseline study should be included in the inception report. Briefings with CO (Country Office) management and field staff should also be planned.
2. Field data collection drawing on the specific experience of the activity beneficiaries in the two countries (Honduras and El Salvador). This includes a wide range of beneficiaries of the activities, such as children and youth affected by displacement and by violence, women victims of gender-based violence, displaced population, subsistence farmers and fishers affected by disasters and humanitarian workers/community leaders/public officials in charge of guaranteeing protection for people affected by displacement. Data field collection relies solely on the consultant. NRC will support key coordination to connect the consultant with community focal points and beneficiaries as needed.
3. Generate a data analysis workshop to interpret the data collected, including M&E and Programme teams of the consortium and collect feedback.
4. Development of a final draft report submitted to the review committee
5. Written final report detailing outcomes results of the activity, consolidating desk review findings, feedback received from the review committee and recommendations- following the NRC standard Report should be submitted in English, using UK English spelling.
6. Presentation of findings to consortium.

4. Managment

The management of the consultancy will be led by the NRC M&E Coordinator.

A review committee of key consortium stakeholders will advise on the analysis and methodologies of the findings including senior programme management from NRC, CARE and Oxfam to review the overall process, data collected and providing their inputs before the final dissemination of the endline report.

5. Timeline

The Endline Consultancy process is expected to take place over a period of two months.

6. Proceso de solicitud

• Mínimo 5 años de experiencia en M&E preferiblemente aplicado a la protección, educación y programación de medios de vida en entornos humanitarios, incluido el diseño, implementación, monitoreo e investigación de proyectos.
• Experiencia en el diseño y realización de revisiones de programas, revisiones documentales incluidas y con el uso de metodologías participativas y experiencia en la consolidación y análisis (a menudo incompletos) de datos de múltiples fuentes.
• Experiencia en el campo de las estadisticas deseadas
• Excelente comprensión de la política y los estándares de protección humanitaria.
• Basado en Honduras o El Salvador.
• Excelentes habilidades de redacción de informes.
• Fluidez en inglés y español.
