The Oslo Center

  1. Introduction

The Oslo Center was founded in 2006 and has developed into a focused and professionally strong democratic support organization focusing on supporting democratization processes. The Oslo Centers’ vision is to support democratic systems that are responsive to citizens’ needs and respect their meaningful participation, human rights, and human dignity. The Oslo Center’s approach to democracy assistance is by working with local partners and providing technical assistance to promote and enhance democratic practices by strengthening governance, political and government institutions, and civic spaces.

The Oslo Center works in Kenya to promote democracy through the provision of technical expertise to institutions of democracy and governance such as political parties, parliament, regulatory bodies such as the election management bodies, and the registrar of political parties.

  1. Background

Empowering Women in Politics (EWIP) started in 2019 and has finalized its fifth year of implementation. EWIP’s objective is to contribute to increased participation and influence of women in politics so that women can contribute to democratic change in politics and society. EWIP is based on two main strategies: on one hand strengthening the capacities and the confidence of women active in politics, and on the other making the management of political parties and other stakeholders more receptive to the specific needs of women.

The Oslo Center (TOC) is therefore recruiting a consultant or a legal entity (hereafter: the “Evaluator”) to conduct an end-of-program evaluation that will take place in December 2023 and January 2024.

2.1 Program Background

The Oslo Center (OC), with support from the Christian Democratic International Center (KIC), has been implementing empowering women in politics through capacity building and technical support provision. The program’s main objective is to increase the participation and influence of women in politics so that women can contribute to democratic change in politics and society. The program has two main outcomes:

  • Outcome 1: EWIP Alumnae demonstrate increased capacities.
  • Outcome 2. Political parties and other influential actors have taken action to support women in politics.

2.2 Target Groups

The program target groups correspond to the different outcomes. The first output corresponds to EWIP Alumnae while the second output focuses on party leadership and gender champions within political spaces.

2.3 Summary of Program Activities

The program activities were organized along the outputs and included.

  • Training of EWIP alumnae.
  • Capacity building and technical support to political parties
  • Assist political parties in reviewing processes, and legal and administrative documents as per recommendations from the women’s leagues.
  • Capacity building and engagement of male gender champions

Context of the evaluation

The evaluation is set to take place in December 2023 and January 2024 and take about 25 days.

Purpose of the evaluation

The evaluation is oriented toward assessing the program’s achievements and learning toward future programming. Therefore, it shall, firstly, target the Program’s implementation dynamics and the level of achievement of its objectives. It shall help the Oslo Center to understand the results of the program and help the donor to understand the results of their funding. Secondly, it shall gather lessons learned, challenges faced, and best practices and use such insight to generate recommendations that can help the Oslo Center design and undertake similar initiatives in the future.

Objectives of the evaluation

The objectives of the evaluation are as follows:

  1. To assess the extent to which the program has been relevant, effective, efficient, and has contributed to the achievement of the impact, and the outcome level results in relation to the four programmatic components.
  2. Identify the results, impact, and successes of the program and how the results will define the next programming.
  3. Identify key lessons learned and recommendations, strengths and weaknesses of the program based on evidence, to improve relevance, effectiveness, efficiency, and sustainability of Program results, and also document knowledge basis from the program design and implementation to inform similar future initiatives.
