A consultant is sought to complete an end of programme review of the 20-month pilot programme phase of Global Village.

The consultant will work with the project team, who are based in Maynooth, Co. Kildare as their main point of contact. The majority of the work can be carried out remotely, however the review will require a one-day workshop (location to be confirmed). The contract for this role will be managed by Trócaire, as part of their role as lead partner in the programme consortium.

This evaluation represents an opportunity to assess whether Global Village’s Irish Aid funded pilot programme achieved, or made progress towards agreed objectives, and so contributed to the quality, reach, effectiveness and accessibility of GCE in Primary Schools.

The overall purpose of this evaluation is two-fold:

  1. To provide accountability and validation to the Irish Government (Irish Aid) on the quality and
    impact of the 20-month pilot programme managed by Global Village.
  2. To provide Global Village with an independent, evidence-based assessment of the performance of the programme from November 2021 to January 2023 and identify lessons learned to help inform a full programme application.

Objectives of the Review

  1. Assess the achievement of the programme against the intended outcomes.
  2. Identify lessons learned for future Global Village activities.

Scope of the Work

The pilot programme review will involve 8 days’ work.

  • Review of documentation – including results frameworks, annual reports, learning materials produced, research undertaken etc.
  • 1 day workshop on site (to be confirmed) with the project team, strategic management committee, and project stakeholders.
  • Interviews, surveys and focus groups where appropriate – these may engage with the Global Village strategic management committee, participating teachers, Irish Aid representatives, GCE stakeholders, teacher educators and Global Village consultants.
  • Write up of final report (approx. 10 pages plus appendices).

The review processes should be cognisant of a number of related policy frameworks and processes that will need to be considered in tandem with the work of the programme including the following:

Timeline

– Document review: w/c 23rd January

– Stakeholder workshop and interviews: W/C 30th January

– Final report: 10th February

The proposed structure of the final report is as follows:

  • Executive Summary
  • Overview of the context
  • Methodology
  • Findings and lessons learnt
  • Conclusions and Recommendations

Experience/Skills:

  • Significant experience in designing and conducting evaluations
  • Experience with the use of qualitative methods
  • Experience of Results Based Management systems
  • Proven capacity and experience in the management of programme reviews, particularly in an NGO and/or education environment
  • Excellent organisational/administrative skills including proficiency in MS packages e.g. Word, Excel, and in using shared filing systems such as Box, Google drive etc.
  • Strong knowledge and experience of GCE is desirable, but not essential.
  • Previous experience of Irish Aid programmes is desirable, but not essential.
