BACKGROUND

The availability and development of suitable infrastructure, diagnostic medical tools, pharmaceuticals, and medical personnel with the necessary training are necessary for the effective delivery of healthcare services in Nigeria. In Nigeria, the delivery of healthcare services is frequently characterized by inadequate finance and bad management, which has an impact on the availability and standard of care. As a result, there has been ongoing criticism of how the Nigerian health sector is currently delivering services. The DAI State Accountability, Transparency, and Effectiveness (State2State – S2S) Program is focused on using innovative and efficient techniques to promote sustainable service delivery in sub-national government systems in order to close this gap. This is accomplished through encouraging new ideas and situation-specific approaches that, in the end, increase the quantity and caliber of services provided in the nation, with an emphasis on primary healthcare, elementary education, and WASH services.

DAI engaged 360 HSDI to implement the State Accountability, Transparency, and Effectiveness (State2State – S2S) project in December 2021. The S2S Activity’s Sub-Purpose 1—”Increase the Efficiency of Sub-National Government Operations: (with a Focus on Monitoring and Evaluation Related to the Services Delivery in Primary Health Care)”—is the mandate of 360HSDI. Additionally, the 360HSDI program seeks to improve women’s participation in primary healthcare utilization. Therefore, 360HSDI’s focus is to strengthen M&E governance structures and systems relating to primary healthcare services in Akwa Ibom State. This will be accomplished by enhancing the M&E services provided by the Akwa Ibom State Primary Healthcare Development Agency (AKSPHCDA), making sure that the primary healthcare system is gender-sensitive and gender-positive, and collaborating with the government to strengthen sustainable primary healthcare structure and processes.

Overall Goal of Sub-purpose 1: “To strengthen the M&E governance systems and structures relating to primary healthcare services in Akwa Ibom State.”

PURPOSE AND OBJECTIVES OF THE EVALUATION

The primary purpose of the end-line assessment and final project evaluation is to measure the performance of the S2S project in relation to Sub-purpose 1 being implemented by 360 HSDI. Therefore, this evaluation is meant to serve the following purposes:

  • To learn to what extent the planned project’s objectives and goals – to all result levels, have been achieved as well as identifying and documenting lessons learned, good practices, any innovative ways that have contributed to the attainment of the project objectives;
  • To assess how the project contributed to:
    • Enhanced decision-making capabilities of women across primary healthcare value chain by 360 HSDI.
    • Increased participation of women in primary healthcare M&E services by 360 HSDI.
    • Enhanced oversight and accountability for delivery of sustainable and quality healthcare services.
    • Improved subnational primary healthcare indices by 360 HSDI.
    • Targeted resource planned, mobilized, and implemented by 360 HSDI.
    • Improved ownership of M&E processes by primary healthcare development agency through 360 HSDI.

The results of the end-line project evaluation will be used by 360-HSDI and DAI to make informed decisions to improve the design and implementation of similar future projects in Nigeria/Akwa Ibom State or within 360-HSDI’s network. In addition, they will also be used to comply with the evaluation requirement of the cooperative agreement with DAI. The evaluation provides an opportunity for the project management team to examine the project’s performance more closely, learn community views on sustainability, and familiarize partners and key stakeholders with the evaluation outcomes.

SCOPE OF THE EVALUATION

The evaluation will assess the S2S project that have been implemented from December 2, 2021 – September 30, 2022, by 360-HSDI.

DELIVERABLES AND REPORTING REQUIREMENTS

The evaluation Consultant should complete a draft of work-plan and send it to 360-HSDI for approval. The work plan will include:

  • The anticipated schedule and logistical arrangements;

Within seven days of approval of the work-plan, the evaluation Consultant must submit to 360-HSDI the inception report (which will become an annex to the Final Evaluation report). The evaluation plan will include:

  1. A detailed evaluation design matrix that links the Evaluation Questions in the Scope of Work (SoW) to data sources, methods, and the data analysis plan;
  2. Draft questionnaires and other data collection instruments or their main features;
  3. The list of potential interviewees and sites to be visited and proposed selection criteria and/or sampling plan (must include calculations and a justification of sample size, plans as to how the sampling frame will be developed, and the sampling methodology);
  4. Known limitations to the evaluation design; and
  5. A dissemination plan.
  6. Evaluation timeline

Debriefing with 360-HSDI: The Consultant will present the major findings of the evaluation to 360-HSDI in a joint meeting with its State staff and country office staff, through a PowerPoint presentation, before the due date for this contract. The debriefing will include a discussion of achievements and issues as well as preliminary recommendations. The evaluation Consultant will then consider 360-HSDI’s comments and revise the draft report accordingly, and as appropriate.

Draft Evaluation Report: A draft report of the findings and recommendations should be submitted to 360-HSDI by the end of field work. The written report should clearly describe findings, conclusions, and recommendations and be consistent with the guidance provided in Section IV: Report Format. The report will address each of the questions identified in the SoW and any other issues the Consultant considers having a bearing on the objectives of the evaluation. The submission date for the draft evaluation report will be determined in the evaluation work-plan. Once the initial draft evaluation report is submitted, 360-HSDI team will send comments and feedbacks to the evaluation Consultant after three business days of receiving the draft report. The external consultant will then be asked to submit a revised final draft report after another three days. 360-HSDI Senior Management Team (SMT) will review and send comments on this final draft report within two business days of its submission.

Final Evaluation Report: The Consultant will submit a final report that incorporates all responses to 360-HSDI and SMT comments and suggestions no later than 3 days after SMT provides written comments on the Consultant’s draft evaluation and submit the final report. All project data and records (detailed work plan, evaluation interview tools for FGD and Key informant interviews, draft evaluation report, final evaluation report) will be submitted to 360-HSDI in full and should be in electronic form in easily readable format, organized and documented for use by those not fully familiar with the intervention or evaluation.

EVALUATION CONSULTANT REQUIREMENT

The evaluation Consultant will finalize the evaluation design, coordinate activities, arrange periodic meetings, and coordinate the process of assembling the final findings and recommendations into a high-quality document. He/she will write the final evaluation report. He/she will also lead the preparation and presentation of the key evaluation findings and recommendations to 360-HSDI team.

The evaluation Consultant is expected to have a post graduate degree in health science, social science or international development and at least five years’ experience in evaluating projects in Nigeria (preferably Akwa Ibom State); evaluation design, management and implementation; familiar with public sector PHC operations and services; experience in USAID’s cross-cutting program priorities, such as, gender equality and women’s empowerment; local language; and experience in cultural and political context of Nigeria and Akwa Ibom State to be precise and the targeted LGAs, in particular.

The evaluation Consultant will be required to provide a signed statement attesting to a lack of conflict of interest or describing any existing conflict of interest. The evaluation Consultant shall demonstrate familiarity with USAID’s evaluation policies and guidance.
