ENCUESTADORES BILINGÜES ESPAÑOL-PORTUGUÉS

REACH nació en 2010 como una iniciativa conjunta de dos ONG internacionales, ACTED e IMPACT Initiatives, y el programa UNOSAT de las Naciones Unidas. El propósito de REACH es promover y facilitar el desarrollo de productos de información que mejoren la capacidad de toma de decisiones y planificación de la comunidad humanitaria en contextos de emergencia, reconstrucción y desarrollo. REACH facilita la gestión de la información para los actores de la ayuda humanitaria a través de tres servicios complementarios: (a) evaluaciones de necesidades y situaciones facilitadas por los equipos REACH; (b) análisis de situación utilizando imágenes satelitales (fotointerpretación y teledetección); (c) creación de bases de datos, mapas y sitio WEB dedicados a la difusión de la información. La Iniciativa REACH ha estado presente en Colombia desde 2019, apoyando a actores del sector de la ayuda bajo el marco del Equipo Humanitario de País y el Grupo Interagencial sobre Flujos Migratorios Mixtos (GIFMM) a través de evaluaciones de contexto y actividades de gestión de la información. En la actualidad, las informaciones recolectadas y difundidas por REACH tienen como objetivo proporcionar una base de referencia para los esfuerzos de planificación de la respuesta humanitaria en Colombia y en la región. Actualmente REACH está en búsqueda de encuestadores bilingües español-portugués, que cuentan con experiencia en la realización de encuestas telefónicas para participar en una evaluación de necesidades de hogares brasileños. Las informaciones recolectadas y difundidas por REACH tienen como objetivo proporcionar una base de referencia para los esfuerzos de planificación de la respuesta humanitaria en Colombia y en la región. TASKS
Under the direction of the REACH National Coordinator, the Operations Manager and the supervision of the field coordinators in Colombia, the REACH Interviewer is responsible for the application of structured questionnaires to heads of households in Brazil – adults who have households with children and households without children.
The interviewer must take into account that in order to guarantee the effectiveness and validation of each questionnaire, it is necessary to: manage calls through call center software; collect data and information for each survey using web applications; obtain informed consent from the head of the household – of legal age; log text response(s) and comments with regular expressions when needed; have the necessary time to audit the quality of the completed questionnaires and receive feedback on the development of the surveys; comply with the data protection policies and other protocols of REACH-ACTED.

GENERAL RESPONSIBILITIES FOR INTERVIEWERS
•The Interviewer ensures adherence to REACH-ACTED humanitarian principles, policies, tools, processes, manuals, guidelines and codes.
•Make phone calls to Brazil through a call center software, fill out the forms through a web application, and maintain constant communication with the field coordinators, for which you must have a local internet network (1/4 of mega navigation) with approx. 100 Mbps and upload approx. 19Mbps; computer with Dual Core processor and 4Gb RAM memory.

•Use the full spectrum of communication options available especially, you will have an email account synchronized with the tool for chat and Skype calls.
• Submit certificates, official diplomas or evidence proving knowledge of the Portuguese language.
•Share the current documents and evidence of your affiliation to the contributory social security system (EPS, ARL, pension fund) as an independent contractor.
•Attend in alternating mode (remote and face-to-face) the induction sessions and meetings that are scheduled during the period designated for the evaluation (February 2022).
•Guarantee that all relations with heads of households and/or their members are carried out in a respectful and consultative manner. Due care should be taken to ensure that contacted households are properly consulted and informed about the project’s objectives, activities, selection criteria, methodology, and not to make any commitments.
•Make responsible and transparent use of the users/passwords, campaigns and questionnaires assigned to them, to guarantee compliance with a daily/weekly/monthly quota of effective surveys carried out on heads of households with children and without children. from Brazil
•Support the REACH Field Coordinators in identifying and reporting the trends and progress of the surveys and specific household profiles (households with children and households without children).
• Keep strictly confidential all the information to which you have access and knowledge in the development of meetings and that is of a private, confidential nature or whose communication may cause harm to the heads of household, children and other members of the family group, ensuring full compliance with the REACH data protection policy and standard operating procedures.
• Submit reports and / or appropriate reports. In addition, you will need to save and send a copy of the completed forms (ie Enketo form) after taking the surveys.
• Comply with the other established contractual obligations.
GENERAL RESPONSIBILITIES OF REACH
REACH provided the necessary files, access, information and tools for the surveys to be carried out effectively and with the expected quality. Once the work begins, REACH will be able to access the call center software that allows calls to Brazil, and the platform (Enketo) to fill out the forms for each survey. REACH will not be responsible for the costs of computer equipment, electricity, Internet connection, and other cases in which the interviewers perform their duties remotely under the rotation scheme.
EXECUTION SCHEDULE
The survey development services for this REACH project must be carried out within a maximum period of one (1) month (February 2022), from the date of formalization of the contract and delivery by REACH of the inputs (files, accesses, information and platforms) to start the activities.
QUALIFICATIONS OF THE PERSON / INTERVIEWER (A)
Profile:
Students, technicians and/or bilingual professionals (Spanish-Portuguese) with experience in conducting face-to-face or remote surveys, residents of the city of Bogotá DC and with full-time availability.

Note: Only profiles that meet the requested requirements will be evaluated Experience and qualifications:
-Demonstrable knowledge of the Portuguese language;
-Minimum specific experience of one (1) year in conducting surveys in person and/or remotely;
-Demonstrate understanding and management of information and communication technologies.
Desirable:
-Experience in promoting campaigns as a call center agent;
-Experience in social projects or in the humanitarian sector;
-skills and knowledge for handling advanced information and communication technologies;
-Willingness to attend and provide the service with regular assistance in the offices of Bogotá DC
Skills: Command of information and communication technologies; social and communication skills; Knowledge of the Mega Dialer Software and the Enketo-KoboToolBox web application, Google Drive, Skype. METHOD OF PAYMENT The interviewer will have a monthly fee payment of COP 2,300,000 per service provision contract modality, payable upon delivery of the agreed effective and audited survey fee; In addition, you will receive an incentive of COP 200,000 if you complete 180 surveys or more at the end of the contract. The insurance payment is under the responsibility of the contractor – Interviewer; The base income for social security contributions is 40% of your total monthly income, the minimum IBC value allowed by SMMLV law. The contractor will provide services on the specific days agreed upon according to the monthly schedule defined by the project. This monthly cycle will be known as Meta Country. The payment of fees will be subject to the presentation of a monthly Meta Country report.
