ABOUT PEOPLE IN NEED SLOVAKIA

People in Need Slovakia (PIN SK) is a Slovak non-profit organisation, providing direct support to those who suffer the consequences of war, to victims of natural disasters, or those living in poverty on the margins of society. Currently, PIN Slovakia is one of the major humanitarian actors in Slovakia responding the Ukraine crisis both in Slovakia and across border in Ukraine, and we are looking for senior humanitarian professionals to help PIN Slovakia‘s response to the escalating situation.

PIN SK has been active in eastern Ukraine along the ‘Line of Contact’ since 2014. We have been providing WASH – repaired destroyed pipelines and provided a stable access to clean water to hospitals, elderly facilities, schools and social centres. We provided humanitarian assistance during the conflict in 2014, including regular winterisation assistance to elderly people at the ‘Line of Contact’. We also provided shelters and repaired houses damaged by the conflict, and also provided PSS for vulnerable and elderly through hiring and skilling social carers who were then visiting elderly twice a week and assisted them with social support. Lastly, we have been providing PSS for children and parents dealing with trauma from the conflict. Recently, we were supporting local municipalities (ATC hromadas) though capacity building, negotiation and democratic principles.

We are part of the international People in Need network and are structurally and programmatically linked to People in Need in Czech Republic. Thanks to this partnership we are able to combine our strength as one of the biggest non-profit organisations in Slovakia with that of People in Need in Czech Republic as one of the biggest non-profit organisations in Europe.

ABOUT THE ROLE

The Emergency Response Ukraine PM will supervise and develop PIN SK programmes in Ukraine. The successful candidate should be experienced in programme development and management areas, be a strategic thinker and a problem solver, and have good leadership and communication skills. She/he will contribute to the overall management and development of the country programme. She/he will supervise all programmes and ensure timely and efficient project implementation, as well as their quality. Together with the Head of Relief and Development Department, the Programme Manager engages in medium to long-term programme and strategy planning, ensures continuous quality programme improvement and contributes towards a positive working environment for the continuous development of the programme staff.

MAIN RESPONSIBILITIES

  • Oversee and manage a programme development of humanitarian support in Zakarpatska Oblast in Ukraine, such as material support, PSS, cash-based assistance, including MEAL
  • Coordinate PIN SK team on the ground in Ukraine
  • Contribute to scaling up of the PIN humanitarian response in Ukraine by active networking, liaising with donors and understanding donor’s priorities
  • With support from the team, lead development of new proposals, ensuring there are up-to-date inputs from the programme
  • Ensure that programme development is based on context and needs analysis
  • Ensure proper planning of activities and their high-quality and timely delivery in line with PIN policies and guidelines; Project objectives are achieved and used for further expansion of the programme
  • Regularly update the Head of Relief of Development Department on programme implementation progress, vis-à-vis budget and indicators, suggesting necessary adjustments and addressing evolving issues in consultation with the senior management
  • Organise and document regular meetings for planning and monitoring purposes (reviewing workplans, procurement plans, financial planning, progress on indicators)
  • Ensure that PIN SK’s Policies and guidelines are followed, including relevant SOPs
  • Communicate with HQ/ Desk/ programmatic focal points on issues related to programme quality and, cross-cutting topics to ensure compliance with donor’s requirements and proposal goals
  • Oversee project recruitment planning, participates in recruitment of key programme positions and observes and suggests capacity building needs and activities within the programme team
  • Represent PIN SK towards other (I)NGO partners, clusters, working groups and supports the Head of RDD when requested to liaise with donors, humanitarian actors, local authorities and participate in other relevant meetings

MAIN REQUIREMENT

  • Minimum 5 years of relevant professional experience related to humanitarian or developmental work, and proven track record in managing multi-sectoral programmes in challenging settings
  • Advanced university degree in management, international development or comparable experience
  • Experience in managing emergency response projects by different donors
  • Experience in managing emergency response teams
  • Excellent English (written and verbal), Ukrainian / Russia language is a strong asset
  • Strong proposal writing skills, analysis and report writing skills
  • Experience working in volatile and complex context
  • Ability to produce and edit documents under deadline pressure
  • Ability and willingness to learn and follow donor reporting and compliance requirements
  • Excellent organisational skills and ability to determine priorities
  • Detail-oriented with good multi-tasking abilities and communication skills, both oral and written
  • Clear communication, presentation style, good interpersonal and diplomatic skills essential

  • Salary as per PIN SK scale, (EUR 1500 – 1700 + per diems ca. EUR 1100) depending on the seniority level
