The Opportunity

Plan International Niger is seeking an experienced Emergency Response Manager for the Humanitarian Projects responding to the Boko Haram crisis in the Eastern Niger.

Currently the projects are funded by German Federal Foreign Office (GFFO), BMZ & Plan International Germany; Irish Aid and Plan International Ireland projects; SIDA and Plan International Sweden; France development Agency (AFD) and Plan International France; Belgium National Office (BNO), DGD and Belgium Embassy; Norway National Office (NNO) and Denmark National Office (DNO) and UNICEF.

Do you have what it takes?

The role will lead and manage the field Emergency Response Team (ERT) and be the interface between the field Emergency Response Team and the Country Director.

The ERM is responsible for the quality and effectiveness of Plan’s emergency response. This role will lead the Emergency Response Team, and will b responsible and accountable for developing, coordinating and managing all emergency activities.

The ERM has overall responsibility for the security and well-being of ERT staff, plus programmes and assets. The ERM directly manages the Child Protection in Emergency (CPiE) Specialist, the Education in Emergency (EiE) Specialist, the Youth Economic Empowerment (YEE) Specialist, the Operations Support Officer, the Finance Officer and the Monitoring-Evaluation, -Accountability and Learning Officer.

The ERM also has a Delegation of Authority of €100,000 according to the circumstances.

Essential

  • Proven relevant humanitarian aid experience in complex and natural disasters;
  • High level of all aspects of managerial experience, including managing multi-million-dollar budgets;
  • High level of expertise in representation and negotiation with governments and donors;
  • Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management;
  • Requires program design and proposal development, general finance, administration, information management and telecommunication skills and proficiency in information technology/computer skills;
  • Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner;
  • Well-developed written and oral communication skills and be able to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan International;
  • Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner;
  • Demonstrates awareness and sensitivity to gender and diversity;
  • Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem-solving skills.

Desirable

  • Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances;
  • Knowledge of Plan International or like organizations’ policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct;
  • Works with trustworthiness and integrity and has a clear commitment to Plan International’s core values and humanitarian principles;
  • Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner;
  • Has a capacity to make accurate self-assessment particularly in high stress and high security contexts.

Location: We will be recruiting globally for this role, but the individual must be based in Diffa, Niger and therefore support with relocation is available.

Type of Role: 2 Year renewable contract
