The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Emergency Response Coordinator (m/f/d), Ukraine Crisis, Poland

Together with the Polish Red Cross (PRC) and in close coordination with other Red Cross / Red Crescent Movement partners, GRC supports the Ukrainian refugees within Poland. The GRC is currently seeking an Emergency Response Coordinator (m/f/d) to act as a link between PRC and the GRC and to support Red Cross humanitarian operation in Poland.

Starting date: 15.06.2022
Duration: Until 31.12.2022 (with possible extension)
Location: GRC Field Office in Lublin, Polandlocation might change within Poland if required

Responsibilities and Tasks:

General Duties/ Responsibilities:

  • Support the GRC relief operation in Poland in close coordination with GRC and PRC departments, providing advice and recommendations that carefully consider local capacity and context.
  • Design operational strategies considering changing needs and partners’ respective capacities.
  • Constantly monitor the situation and overall context and adapt the orientation or set-up of the operation.
  • Analyse and adapt Movement systems and standard operating procedures.
  • Advocate for and design integrated operational strategies considering partner’s respective capacities to ensure that all components of the response are identified, planned and carried out in a coordinated, collaborative and integrated manner.

Specific Duties and Responsibilities:

  • Coordinate GRC’s emergency relief and population movement operations in Poland.
  • Provide financial oversight to operations in Poland.
  • Coordinate with GRC Country Office Ukraine in the planning, set-up and implementation of its current activities.
  • Contribute to the needs assessment process in the country of assignment.
  • Contribute to a clear strategic direction for the emergency relief programming.
  • Support the operational strategy to develop programme approaches which strengthen and develop the PRC structures, capacity and performance.
  • Ensure effective management & implementation of emergency relief actions and administration.
  • Support the PRC team on all relief distribution tasks as needed with specific focus on coordination and strategic management of operation.
  • Ensure good working environment in order to optimize teamwork in the field.
  • Advise on the need of human resources, support deployments.
  • Ensure the safety and security of staff in the operation by taking operational decisions based on changing risk levels, providing relevant updates to stakeholders and factoring in risk management into planning, through existing security structures when possible.
  • Monitor implementation of interventions, create linkages between sectors and ensure the projects remain fit for purpose.
  • Ensure rigorous monitoring and management of budgets, ensuring compliance with GRC finance procedures and donors’ requirements. Identify problems and solutions in a timely and effective manner.

Required competencies & skills:

  • University degree in a relevant field.
  • Minimum of five years of experience in similar positions in a multi-cultural environment and a strong professional background in relief and recovery operations.
  • Working experience with the Red Cross / Crescent Movement, Working experience with GRC and GFFO projects will be an asset.
  • Readiness for and experience of work in a conflict context /are.
  • Sound finance, administration and logistics skills.
  • Experience in cash and voucher assistance; experience in integrated programming and accountability systems is an advantage.
  • Knowledge of Red Cross / Red Crescent principles with willingness to adhere to them.
  • Fluent oral and written English, good command of Polish is an asset.
  • High flexibility, excellent interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences.
  • Work permit in EU and Schengen member countries is a strong asset.
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health condition.
  • Valid driving licence.

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC and an expatriation allowance during your mission. The GRC will cover your accommodation in Lublin, Poland. In addition to a full insurance package the GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
