Background

FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster or displacement. FHI 360’s Crisis Response Team is looking to expand operations and technical programming in Chernivtsi, Ukraine to respond to the current crisis. FHI 360 is responding to the conflict by intervening in the health, nutrition, protection, and WASH sectors.

Scope of Work

In this particular context, the Crisis Response Team (CRT) requires the services of a highly skilled Emergency Response Coordinator Consultant to support HQ CRT to conduct preliminary assessments and scalable mapping exercises to design an anticipated multi-sectoral humanitarian program in Chernivtsi. The Emergency Response Coordinator Consultant will primarily oversee and execute the on-site humanitarian response implementation plan including the management of proposal development, personnel, logistics, and security. The Consultant will engage with Chernivtsi country government officials, UN organizations, other implementing partners, and the Regional Country management team to ensure the success of a humanitarian response program. The consultant must also have a strong background in managing humanitarian programming and experience with rapid startups that meet the objective needs of the affected community.

Specific Tasks and Responsibilities:

  • Supports and manages the development and execution of the emergency response strategy for the project
  • Ensures that programs are strategized and developed in a cost effective, consultative, participative and gender sensitive way
  • Manages coordination with stakeholders, such as government authorities, donors, the UN, and humanitarian partners and represents FHI 360 in coordination forums e.g., humanitarian clusters
  • Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective teamwork
  • Plans and directs proposed project schedules and monitors budget/spending
  • Work with operations staff to ensure health commodities are procured, handled, and managed properly in accordance with FHI 360 protocols
  • Coordinate with country office and DC HQ to troubleshoot any issues; make recommendations for corrective actions
  • Work with technical and management advisors of FHI 360’s Crisis Response team in identifying needs

Deliverables:

  • Manage technical field staff during start-up phases.**
  • Participate in leading the start-up of integrated health, wash, nutrition activities in the areas of intervention **
  • May support proposal development activities. **

Chernivtsi, Ukraine

Travel

Level of Effort: 2 Months, up to 40 hours per week

Period of Engagement: April – June 2022

Qualifications

  • Bachelor’s Degree required; background in Health, WASH, and/or Nutrition is desirable
  • At least 10 years of professional experience of leading successful complex on site emergency response project and/or programs
  • Demonstrated ability to influence peer agencies, local government, and community leaders to work effectively toward common goals
  • Experience developing, resourcing and leading large budget, complex projects spanning over multiple technical specialties
  • Demonstrated ability to evaluate and implement best practices affecting multiple technical specialties to achieve rapid and high-quality outcomes
  • Prior experience in a non-governmental organization (NGO), government agency or related industry experience

  • Diverse geographical work experience is required

  • Experience implementing programs for BHA and State/PRM required

  • Excellent written and oral communication skills in English

  • Multi-lingual skills are seen as an advantage

Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria:

  • Expertise in team management, project management and emergency response programming
  • Consultancy experience with similar organizations
