Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC is seeking a highly qualified and dynamic professional to serve as Emergency Programme Manager in DRC Ukraine.

Under the supervision of the Head of Head of Programme will be responsible for multi-sector life-saving interventions during acute crisis within the areas of protection, shelter and non-food items, camp management, water, sanitation and hygiene, food security (cash and in-kind), covering all stages of project cycle management from programme design to implementation and monitoring and evaluation. Including also emergency preparedness activities.

Your main duties and responsibilities will be:

  • Under the supervision of the Head of Programme (HoP) ensure timely and quality delivery of all DRC Emergency Response Project activities, including immediate needs component and response capacity building component.
  • Working in close collaboration with MEAL Manager, Livelihoods Manager, Area Manager(s) and relevant technical colleagues, to ensure that operational plans for all Emergency Response project activities are developed and monitored in accordance with the overall Emergency Response Project Log frame.
  • In close coordination with the HoP and the MEAL team, support the planning, coordination, and implementation of a multi-sector assessments of Ukraine emergency to inform humanitarian actors of key needs of Ukraine.
  • Support the protection, shelter and NFI, livelihood, CCCM other emergency activities to ensure delivery of all project outputs while identifying potential barriers to implementation and find solutions to ensure project continuance.
  • Manage the implementation of activities in extremely vulnerable areas in close coordination with the AM/CD/DCD/CCM and Safety Coordinator (SSC).
  • Coordinate with Emergency Logistics Manager for the effective delivery of goods and NFIs to remote and hard to reach areas. This includes close coordination with the UN Logistics Cluster for humanitarian convoys.
  • Working in close collaboration with the Grants Manager, Programme and Project Managers for the coordination and support to the delivery of emergency and non-emergency activities according to the donors’ regulations and project plans.
  • Work closely with CD, Head of Programme, Area Manager and Grants unit to develop quality proposals, concept notes and budget for emergency response.
  • Work closely with finance and grants departments to monitor spending and budget vs. actuals to ensure that project spending according to the budget and ensure that spending projections are accurate and match the implementation plans. Where necessary initiate timely revisions/adjustments as per donor requirements.
  • Support multi-sectoral delivery of life-saving interventions in the areas of the highest need while observing highest protection standards for the vulnerable people.
  • Co-chair the National Disaster Response Task Force & DRC Area Specific Task Forces.
  • External coordination and representation: Share relevant project information with stakeholders, Participate in relevant coordination meetings and Task Force meetings as needed

About you

To be successful in this role we expect you to have minimum 5 years of experience in sector area working for an INGO, especially in complex emergency settings and at least 3 years’ experience with people management.

Moreover, we also expect the following:

  • Master’s degree (Emergency Response, International Development, Economics, Management, Social Sciences, Sociology or related field)
  • Experience of WASH, Shelter/NFI and CCCCM issues.
  • Documented skills in project planning and design, drafting, calculation and technical writing
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experience in project development
  • Experience working with national partners, local/government authorities, and UN organisations
  • Full professional proficiency in English; fluency in Russian/Ukrainian highly appreciated
  • Previous experience in Ukraine is an asset

We offer

Contract length: 9 months, with possibility of further extension based on available funding and context developments

Level: F-managerial

Duty station: to be determined

Start date: ASAP

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriate Staff.
