REPORTS TO: ER Coordinator, Philippines
ASSIGNMENT TYPE: Contractual May 2022 to June 2023 with possibility of renewal

POSITION SUMMARY
Americares is undertaking a high-priority initiative to increase the emergency response capacity of our field offices. Americares responds to several disasters each year in the Philippines using full time staff, alongside rostered medical and technical professionals. Americares is engaged to formalize and expand these operations to increase the scope and quality of disaster response.

The Emergency Operations Officer will work in coordination with the ER Coordinator and Country Office staff for a smooth operation including recruitment, engagement, mobilization, and demobilization of ER Roster Members in the Philippines area of responsibility. The Emergency Operations Officer will also maintain and update the database for the Regional ER Roster and provide administrative and logistical support for regional ER Operations.

DUTIES AND RESPONSIBILITIES:
Emergency Response Roster Management:
-Work with the Country Director, ER Coordinator and HQ Readiness team to develop a yearly recruitment plan to meet recruitment goals aligned with overall Americares emergency response strategies
-Work with regional Contractors to facilitate recruitment outside of the Philippines
-Oversee the recruitment of Roster members year-round, including sourcing, resume review, conducting phone interviews and scheduling technical interviews
-Identify creative ways to advertise the Roster and source new candidates
-Identify technical interviewers and train them on the interview process
-Collect notes for all interviews and file them for each candidate
-Send acceptance notifications and collect onboarding documents
-Support Roster training through the preparation of training materials and invitations of participants
-Manage and maintain the Roster database and make ensure required personal information, CVs, professional licenses, and vaccinations (including COVID-19) are updated for all roster members
-Develop a yearly engagement strategy for regional roster members and coordinate with HQ Readiness to send out the Global Roster Quarterly Newsletter
-Ensure all recruitment and Roster management is grounded in Americares minimum standards
-Collaborate and provide regular reporting regarding Roster recruitment, training, and engagement to key stakeholders, including ER Coordinator, Country Director, M&E and HQ Program leads

Deployment Support:
-Work with the Country Director and ER Coordinator to determine the personnel needs for response operations and work with HQ Readiness team to ensure all deployment logistics are in line with Americares minimum standards
-Conduct roster outreach, identify those who can deploy
-Support the logistics needs of Roster members and emergency operations (travel, hotel, call cards, uniforms, kits, etc.) and follow all national, local, and Americares standards as they relate to health, safety, operational and duty of care protocols
-Work with the Procurement Officer to purchase office supplies and small equipment for country Readiness programming
-Track inventory of supplies deployed and remaining stocks
-Conduct exit interviews with each roster member who is demobilizing, collect exit surveys and issue volunteer certificates
-Coordinate cash advances and reconciliations for ERT members
-On a quarterly basis, analyze the data from exit interviews and surveys from each response and present to the ER Coordinator and Country Director for process improvement
-Provide ongoing reports to HQ Readiness team regarding deployment statistics

QUALIFICATIONS:
A bachelor’s degree in social sciences, business administration or human resources
At least 2 years’ experience in emergency response work, mobilization support preferred
Experience with recruitment or volunteer management preferred
Knowledge in database management and exceptional computer skills
Positive work attitude and good interpersonal relations
Knowledge of data privacy and confidentiality
Flexibility on work hours and work assignments
Availability to work on weekends and holidays when there is an emergency
Excellent communication and coordination skills
