Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

Job Description And Duties

The California Department of Public Health (CDPH) responds to numerous public health situations including natural and man-made disasters and emergencies such as wildfires, floods, earthquakes, mass casualty incidents, power outages, drinking water incidents, infectious disease outbreaks, etc. Many of these situations will involve or impact licensed health care facilities, including the patients and populations they serve.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by performing a wide variety of independent, specialized, tasks for Emergency Preparedness and Disaster Response Section (EPDR), including serving as a Subject Matter Expert (SME) for EPDR training, drills and special projects. The HPS II acts as an independent consultant in collaboration with the CDPH Emergency Preparedness Office (EPO), other State and federal agencies, and local emergency and public health partners to coordinate emergency activities specific to public health and medical response during a disaster. This role includes, but is not limited to: collecting, analyzing and reporting situational awareness on affected health care facilities and patients; assisting health care facilities with resource needs to maintain operations or evacuate patients; and providing technical assistance to recover facilities.

  • This position requires rotational 24/7 on-call duties and statewide travel. Flexible scheduling may be required during disaster response to major events.

The incumbent works under the direction of the Health Program Manager II of the Emergency Preparedness and Disaster Response Section.

Teleworking may be available for this position, in accordance with CDPH’s Telework Policy and Procedures.
