CONTEXT

The Emergency Unit (E-Unit) is part of the Operations Department of MSF OCB (Operational Center Brussels). Its primary function is to intervene rapidly with medical activities in crises such as conflicts, epidemics, and natural catastrophes, while ensuring the quality of interventions. The E-Unit is responsible for monitoring and identifying potential crises worldwide.

The E-Unit includes four Emergency Coordinators (EmCos) based in Brussels. EmCos oversee the implementation and monitoring of emergency responses. Each Coordinator may manage one or two emergencies simultaneously, depending on the volume and complexity of the operations. EmCos are supported by a team of specialists in supply, logistics, administration, HR, and Finance.

Our unit also includes a mobile team of emergency responders who coordinate emergency projects. For specific and critical emergencies, an ad hoc task force may be created within the E-Unit to supplement the permanent capacity. The Emergency Mobile Logistics/Supply Coordinators are part of these emergency responders.

As the Emergency Mobile Logistics & Supply Coordinator (Log & Supply EmCo), you will oversee the definition, deployment, and review of the intervention strategy for all components of the E-Unit’s logistics and supply activities. Under the supervision of the E-Unit General Coordinator, you will have decision-making power regarding the Logistics and Supply components of the E-Unit’s operations. You will directly supervise the entire team of four Log & Supply functions in the E-Unit.

Your role is primarily intended for country-based SupplyCo positions for the E-Unit, based on the specific needs of emergencies. When on duty, you must be prepared to travel at very short notice to set up and manage the Logistics & Supply needs of a mission.

We are currently looking for two Emergency Mobile Supply Coordinators.

MAIN RESPONSIBILITIES

The E-Unit Log & Supply team guarantees:

1. In HQ:

  • Continuity of presence by acting as an interface between the E-Unit and the Log & Supply entities

2. In our projects:

  • Coordination of Log & Supply services – implementation & follow-up
  • Identification & follow-up of training & mentoring needs

3. Team structure:

  • To operate effectively when acting as a field-based SupplyCo, the Emergency Mobile Supply Co must:
  1. Understand the needs expressed by the operations – mainly through the medical and logistics staff – and turn them into effective supply chain solutions
  2. Develop a supply chain strategy that is adapted to the specific situation of each emergency, agile enough to cope with volatile, uncertain, and complex environments while utilizing standard processes and tools developed specifically for emergency deployment
  3. Be beneficiaries-driven, solution-oriented, and innovative in supply chain areas such as warehousing, transport, and customs. They must be able to implement a local procurement set-up, maximizing effectiveness and transparency while keeping costs and losses under control
  4. Know how MSF OCB Supply functions, especially MSF Supply for international orders, and be networked with peers in the supply chain community

When not deployed in the field, you may also be assigned to work on emergency preparedness dossiers by your supervisor (e.g., E-Stocks update, product developments and management for emergencies). Although polyvalence is a must, it is foreseen that each Mobile Emergency Supply Co may have specific expertise in logistics or supply based on needs

REQUIREMENTS

Education and experience

  • A minimum of 2 years of MSF experience as SupplyCo
  • A mixed experience in both Supply & log is a strong asset
  • Experience in leading teams

Competencies

  • Strong capacity in WatSan techniques deployment is a major asset
  • Well trained in risk mitigation
  • Appetite for human relations and mentoring
  • Good writing and communication skills

Languages

  • Fluency in French and English is mandatory (both spoken and written)
  • knowledge of other languages is an asset (spanish, portuguese, arabic, russian)

Other

  • Availability to travel to any context at short notice for several weeks or months

CONDITIONS

  • Expected starting date: As soon as possible
  • Location: Home-based but mainly carried out in the projects (all contexts)
  • More than 70% in the projects
  • Contract type: Fixed-term contract – Full-time
  • Contract duration: 12 months
  • Salary as per MSF field salary grid
  • The contractual terms, conditions, and salary will be established according to the official residence of the selected candidates and in respect of MSF standard function and salary grids.
  • Medical insurance 100% covered as per international package
  • 45 paid leaves
  • Accomplishment bonus of 1.5 months’ salary upon completion of 12-month contract
  • No family position
