Emergency Mobile Finance Coordinator (m/f/x)– MSF Belgium

CONTEXT

The Emergency Unit (E-Unit) is part of the Operations Department of MSF OCB (Operational Center Brussels). Its primary function is to intervene with medical activities directly and rapidly in crises like conflicts, epidemics and natural catastrophes while guaranteeing the quality of interventions. As such, the E-Unit is in charge – anywhere, anytime – of monitoring and identifying crises that may arise.

The Emergency Pool consists of one Emergency Pool Coordinator and three Emergency Coordinators (Emco) based in Brussels. In addition of the Emergency coordinators, the Emergency Pool unit is composed of technical referent officers in Supply, Logistics, HR and Finance.

The Emergency Pool also includes an Emergency Mobile Team deployed in emergency mission and composed of different profiles of coordinators and technicians. To reinforce the mobile team, Emergency Pool OCB is looking for 1 Emergency Mobile Finance Coordinator.

GENERAL OBJECTIVE

The general objective of this position is to successively carry out short-term assignments in missions led by the emergency pool in Brussels. The priority will be given to Finance coordinator (FINCo) positions, but other Finance positions could also be covered to support more directly the project and the accountancy.

The emergency mobile FINCo is rapidly deployed in the field for missions up to three months. 80% or more of the year would be based in the field and the rest from home to work on some vertical FIN files (or eventually during HQ visits). The Emergency Mobile FINCo can work in various contexts and cultures, from one mission to another, and shows great adaptability and flexibility.

The Emergency Mobile FINCo is placed under the technical responsibility of the Finance Officer of the Emergency Pool in charge of the emergency. Depending on the assignment, s/he is placed – during the period of assignment- under the responsibility of the corresponding line manager and technical referent – Head of Mission and Finance officer (FINOff) for FIN Coordinator positions.

The FIN Officer of the emergency pool defines the priority of assignments.

RESPONSIBILITIES

The potential mission assignments are the following (non-exhaustive list):

  • Emergency FINCO Coordinator position
  • Ensuring support to emergency missions needing it in terms of coaching, support to finance and accountancy
  • Opening and closing of emergency mission
  • Evaluation of the quality of an emergency mission’s FIN SoP (Standard Operating Procedure)

REQUIREMENTS

Education & Experience:

  • Degree in Finance/ Management and Accounting or equivalent professional experience required
  • Professional experience in field finance and accounting in at least 3 MSF humanitarian missions is required
  • At least 12 months of MSF experience as Finance Coordinator or as Fin support at HQ is essential
  • Good knowledge of Unifield and Wefin is an asset

Languages:

  • Fluent in French and English
  • Other desired languages: Arabic, Spanish, Portuguese or Russian

CONDITIONS

  • Expected starting date: As soon as possible
  • Location: Mainly carried out in the field (all contexts) – More than 80% in the field; Based in the country of residence while not in the field
  • Contract type: Fixed term contract
  • Contract duration: 12 months – Full time
  • Salary as per MSF Field salary grid
  • The contractual terms, conditions and salary will be established according to the official residence of the selected candidates and in respect of MSF standard function and salary grids
  • Medical Insurance 100% covered as per international package – 45 paid leavesAccomplishment bonus of 1.5 month salary upon completion of 12-month contract
