We are looking for: EMERGENCY LOGISTICS REFERENT

Department: Operations

Direct Manager: Responsible of Emergency Mission

Functional Manager: Head of Logistics Working %: 100%

Position based in: Abidjan with field visits

Mobility: field visits

Type of contract: fix term contract until 30th June 2023.

Duration: This is an HQ permanent position with 3 years assignment renewable once. A longer contract will be proposed end June 2023.

Generale Objective

The Emergency Logistic Referent is a logistic referent deployed to operations for assisting the Emergency Unit in all logistics support activities for the Emergency Department. His/her role is mainly functional, but his/her experience and understanding of operations makes him/her an important member of the Emergency Unit who participates in the management of operations and specifically in the follow-up of the security management on the field mission.

Main responsibilities :

  • As a member of the emergency unit, He/ She participates in the setting up of the objectives and the operational strategy by ensuring the technical and logistical feasibility;
  • He/ She is responsible for the smooth running of supplies (in collaboration with the supply department) in the countries where the emergency unit is deployed;
  • He/ She monitors technical and logistical activities and ensures that basic logistical principles are applied even during emergencies.
  • He/ She anticipates logistical and technical problems that the emergency unit might face;
  • He/ She promotes and facilitates the implementation of technical activities to improve the impact of medical programs on beneficiaries (Water, Hygiene/ Sanitation, delivery, construction).
  • He/ She assists the missions according to the peaks of activities which require a strong support to the operational logistics:
  • Emergencies managed by the missions;
  • Exploratory mission requiring a particular follow-up;
  • Vertical activities creating a significant workload (construction, distribution, water/hygiene/ sanitation activities, cargo monitoring, etc.);
  • Formalization and review of emergency preparation response (EPREP).
  • He/ She takes part in designing emergency strategies and response plans for water and sanitation, including resources, in coordination with the medical and supply teams;
  • He/ She participates in the risk and context analysis, and proposes technical amendments to the risk mitigation policies in the intervention contexts;
  • He/ She validates the technical aspects of the risk mitigation policy;
  • He/ She actively participates in the development and implementation of the unit’s action plans and budgets, in collaboration with the other members of the emergency unit;
  • He/ She takes part in designing emergency strategies and response plans for water and sanitation, including resources, in coordination with the medical and supply teams;
  • He/ She participates in the risk and context analysis, and proposes technical amendments to the risk mitigation policies in the intervention contexts;
  • He/ She validates the technical aspects of the risk mitigation policy;
  • He/ She actively participates in the development and implementation of the unit’s action plans and budgets, in collaboration with the other members of the emergency unit;
  • He/ She is the responsible for the availability, implementation and management of all necessary technical & logistical resources and associated human resources within the emergency unit;
  • He/ She ensures the application of non-medical technical policies and quality standards, the availability and reliability of items and systems within the emergency unit and in the contexts in which it operates;
  • The Emergency Logistic Referent is responsible for the proper fitting and reliability of the necessary telecommunication resources for the conduction of the mission;
  • He / She ensures the proper application of the communication policy within the emergency unit;
  • He/ She is the liaison for logistical communication between the department, the emergency unit and the OESU;
  • He/ She consolidates the logistic experience within the emergency unit;
  • He/ She ensures the compilation of logistical activity reports according to the frequency defined with the OESU;
  • Ensures the use of SYNDI 4 to report incidents occurring in the field.

Education / Qualification / Pre-requisites:

  • A minimum of higher education. Technical background is a bonus;
  • Experience in technical project management and management will be a major asset.

Professional experience required:

  • With MSF : Minimum 3 years of mission with MSF in logistical management / coordination positions;
  • Several experiences in MSF in logistic positions or similar NGO;
  • Good knowledge of emergency response and at least one on a regular mission;
  • Mastery of ERP tools, good knowledge of pack office;
  • Knowledge of the MSF or similar NGO supply platform;
  • Good knowledge of basic logistics;
  • Experience in managing difficult security situations;
  • Outside of MSF : Good ability to analyze emergency situations and propose logistical strategies;
  • Good understanding of the political mechanisms of conflict and emergency situations;
  • Good communication skills;
  • Capacity to plan and implement logistical support, specifically in emergencies;
  • Experience in coaching and team management required.

Languages skills:

Fluency in one of the two working languages of WaCA: French & English mandatory (speaking a language of the sub-region is a bonus)
