The main objective of the consultancy is to complete an emergency livestock assessment of the current refugee situation in Northern South Sudan and develop an emergency livestock-based response. The analysis and response should identify current needs and enable Returnees, IDPs and Host Communities in South Sudan to position themselves for livelihoods recovery and participate in income-generating activities. The recommendations shall consider the Food security and agriculture Cluster and cash and market working group Strategic Objective priorities, similar surveys conducted by other agencies, existing market opportunities and the beneficiaries’ specific needs, skills and aspiration. The study will inform VWB/VSF of any existing age, gender and disability-related barriers or other obstacles to access livelihoods opportunities for vulnerable individuals within different categories (IDP, returnees, and host communities), which shall be considered for future planning. It shall also analyze beneficiaries’ livelihoods and labor market participation, existing skills, behaviors, resilience status, and preferences. All data shall be disaggregated by age, gender, settlement types and locations.

Goals of the assessment:

  1. Analyze household-based livestock production, needs and gaps in refugee camps and host communities, including the impacts of the war, sectoral gaps in immediate response activities needed, potential long-term development opportunities, and constraints for growth.
  2. Conduct an emergency livestock SWOT analysis of refugees, IDPs, Returnees and Host communities to identify programmatic entry points to (i) maintain household-based livestock production during the war (humanitarian response) and (ii) support its long-term development (reconstruction/recovery phase). The proposed programmatic approaches will need to include, at least, target regions of the country, intended objectives, detailed gender-responsive activities, as well as possible output and outcome-level performance indicators. This analysis should also identify and map key actors doing this programming, showcasing where there are gaps as well as the UN cluster groups representing this work.
  3. Develop a livestock-based response for VWB/VSF based on recommendations on how to support target groups, meet their basic needs and support livelihoods (in alignment with LEGS guidelines), taking advantage of existing market opportunities to improve household level food security and/or income.

Scope of Work:

    • To provide an overview of the general livestock emergency context for the special focus areas, including decision-making processes; areas and population information; social and gender profiles as relevant; relevant national or international organizations in the sector; vulnerability and marginalization context; national and state trends; economy, and the institutional context as it relates to livestock including private sector; and areas where livelihood interventions are likely to produce synergy benefits when combined with existing interventions. – Compile and analyze available data and information about targeted locations to provide an overview of the number of residents and displacement/movement and settlement patterns, food security situations, shelter conditions, income level, education, hygiene and sanitation situations, livestock experiences and capacities, coping mechanisms, and financial and security risks and management strategies. – Conduct a livestock stakeholders mapping (donors and partners) and describe the relationship lines between specific actors and the status quo of the relationship, and the impact of insecurity on livelihoods, mobility, markets, and economic conditions, particularly among vulnerable communities. Identify key donors and possibilities for grant funding. – Develop a livestock emergency response including practical recommendations for appropriate livestock intervention strategies and methodologies adapted to identified most vulnerable communities. The recommendations should consider geographic, demographic (i.e. gender, age, disability status etc.), and socioeconomic (i.e. education, skills levels, displacement status, etc.) variations. Recommendations on how emergency relief activities can be combined with livestock development opportunities.

Deliverables:

  1. Emergency livestock assessment tailored to each geographical regions, disaggregated by sex and type of vulnerable population.
  2. Proposed livestock emergency response for VWB (addressing both immediate humanitarian response and the reconstruction/recovery phase), disaggregated by region, sex and vulnerable population type.
  3. Donor map and recommendations for intervention.

DURATION OF THE CONSULTANCY

The expected duration of this assignment is 35 days.

QUALIFICATIONS AND REQUIREMENTS

  • Degree in animal production/ sciences, agriculture economics, or veterinary medicine or equivalent work experience in undertaking similar assignments.
  • Demonstrated experience in livestock sector analysis. Knowledge of the emergency livestock sector in South Sudan.
  • Demonstrated experience in developing strategies to support small-scale livestock farming activities in a humanitarian and/or post-conflict context.
