JOB CONTEXT:

Reporting to the program of the country where he/she is based (Sudan, Chad or Egypt), the Emergency Inclusive Humanitarian Action (IHA) Project Manager contributes to the implementation of Humanity & Inclusion’s mandate. He/she will contribute to the Sudan crisis emergency response by conducting an initial IHA needs assessment, designing the IHA strategy, recruiting and training qualified staff and launching relevant activities. He/she will also ensure optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation.

Context

On 15 April 2023, clashes erupted between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), with devastating consequences for civilians. According to IOM estimates, as of 5 May, approximately 736,223 individuals have been displaced internally as a result of the conflict – mainly in the states of Khartoum, Northern, Blue Nile, North Kordofan, North Darfur, West Darfur and South Darfur. The fighting is severely exacerbating the already fragile humanitarian situation in the country.

The number of people fleeing Sudan continues to rise. According to IOM estimates, as of 5 May, 177,116 individuals have crossed into neighbouring countries. The most significant cross-border movements so far have been Sudanese refugees arriving in Chad and Egypt, and South Sudanese returning to South Sudan. In Egypt, more than 40,000 Sudanese people and 2,300 foreign nationals have accessed the Sudan-Egypt border as of 1 May, through two border points: Qastal and Arqeen,

according to the Government. In Chad, more than 21,000 refugees, out of an estimated 30,000 new arrivals, have so far been verified, physically counted and identified. However, some new arrivals are still staying out in the open or under trees, while others are sleeping in makeshift shelters close to the border. More than 27,000 people have arrived to South Sudan, 89 per cent of them are South Sudanese returnees, as of 1 May, according to IOM and UNHCR. In the Central African Republic (CAR), about 6,000 people, including 400 Central African returnees, have reportedly preventively crossed the border from Sudan and are living in host families and spontaneous settlements in Am-Dafock, as of 29 April. Prior to this crisis, the northern region of CAR was already experiencing acute food insecurity and, with traffic between Sudan and CAR severely disrupted due to insecurity along the border, there has been a sharp increase in the price of basic commodities.

HI’s positioning in Sudan and neighbouring countries

Currently,HI does not have a presence in Sudan but intends to deploy emergency personnel to launch a needs assessment with a particular focus on physical and functional rehabilitation, Explosive Ordnance Risk Education, Inclusive Humanitarian Action and Logistics platform (locations to be determined).

In Egypt, HI works with local actors and service providers to improve access of children to early detection of disabilities among toddlers and to provide early intervention services. It intervenes among most vulnerable to identify children with disabilities and ensure their access to health and learning services.

In relation to the Sudan crisis, in Egypt, HI intends

  • to launch a rapid multi-sectoral needs assessment in Aswan governorate
  • to support local partners in implementing emergency humanitarian action
  • potentially support with the provision of Psychosocial support services, Mental Health referencing and basic needs (TBC based on needs assessment)

In Chad, HI implements emergency response interventions and development projects in the fields of assistance to victims of violence, inclusion, mine action, physical and functional rehabilitation and inclusive education in emergencies. The programme seeks innovative and sustainable solutions to effectively respond to real needs and to support the socio-economic development of the most vulnerable through inclusion and the development of income-generating activities and vocational training.

In the Lac region, HI contributes to the protection and education of children and carries out risk education activities for the host communities and displaced people affected by the crisis. The programme also runs conflict transformation, social cohesion and inclusive local development activities.

In relation to the Sudan crisis, in Chad, HI intends to potentially provide Humanitarian to Humanitarian (H2H) services following an assessment led by Atlas Logistique and supported by an Inclusive Humanitarian Action (IHA) emergency manager.

  • Provides the technical expertise for his/her project
  • Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division
  • Manages relationships with technical authorities, local partners or other stakeholders
  1. Implementation and Monitoring
  • Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures
  • Ensures project data management and project reporting
  • Prepares and steers project evaluation and capitalisation
  1. Influence & Communication
  • Contributes to HI’s external influence by participating in relevant networks
  • Communicates on the project to partners, authorities and stakeholders when relevant
  1. Strategy & business development
  • Contributes to programme or country operational strategy (STRATOP)
  • Drafts new project proposals for the continuity or expansion of the project
  • Contributes to the drafting of new proposals for new opportunities

YOUR PROFILE:

  • You have a strong professional experience (at least 3 years) in emergency response;
  • You have at least two years of experience on promoting the inclusion of persons with disabilities and other groups at risks of discrimination in a coordination/manager position or similar in emergency or post-emergency assistance;
  • You master emergency coordination mechanisms, donors regulations and process; Experience in initial assessment & opening missions is a plus;
  • You show demonstrate strong capacities to train and build capacity

Excellent French or English (oral and written) are essential – depending on country of mission (French for Chad, English for Sudan and Egypt). Arabic is a plus.
