Background

FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster or displacement. FHI 360’s Crisis Response Team is looking to expand operations and technical programming in Chernivtsi, Ukraine to respond to the current crisis. FHI 360 is responding to the conflict by intervening in the health, nutrition, protection, and WASH sectors.

Scope of Work

The Emergency Health Coordinator Consultant will support with Crisis Response start-up in Chernivtsi by conducting preliminary assessments and scalable mapping exercises to design an anticipated health program. The Emergency Health Coordinator will engage with cluster leads, government of Chernivtsi officials, health facility-based personnel and other NGO partners to discuss the pressing needs and challenges of the impacted area. The consultant will participate in start-up activities to help launch a fully integrated health program. The consultant must also have a strong background in humanitarian programming and experience with rapid startups.

Specific Tasks and Responsibilities:

  • Conduct health sector assessments, provide technical guidance on emergency activities and devise sector-specific response strategies
  • Assess municipal health infrastructure, service-provider capabilities, and service gaps
  • Attend coordination meetings with local service providers, implementing partners and donors as well as attend regional cluster meetings
  • Work with operations staff to ensure health commodities are procured, handled, and managed properly in accordance with FHI 360 protocols
  • Work with technical and management coordinators of FHI 360’s Crisis Response team in identifying needs

Deliverables:

  • Participate in the start-up of health-related activities in the areas of intervention**
  • Develop programmatic strategy for the health sector**

Chernivtsi, Ukraine

Travel

Level of Effort: 2 Months, up to 40 hours per week

Period of Engagement: April – June 2022

Qualifications

  • Master’s Degree with experience in primary health care and acute malnutrition response or related technical field experience required
  • At least 8 years of professional experience in designing, implementing, or supporting emergency health programming
  • Experience establishing and leading successful startup operations/projects in complex emergencies situations
  • Significant background in managing public health initiatives is required
  • Experience leading technical assessments using methodologies such as SMART and SQUEAC; strong background in outcome monitoring and evaluation is preferred
  • Experience coordinating complex health programs with wide variety of stakeholders; experience as cluster co-lead is desirable
  • Prior experience in a non-governmental organization (NGO), government agency or related industry experience

  • Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned area

  • Excellent written and oral communication skills in English

Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria:

  • Expertise in humanitarian health programming, specifically first-phase response operations
  • Knowledge of public health and integrated health initiatives
  • Consultancy experience with similar organizations
