Context:

In Mali, IOM established a presence in 1998 and contributes to strengthening the capacity of the Government of Mali to address migration challenges, and maximize the benefits of migration in particular with regard to: protection and assistance of vulnerable migrants, voluntary return and sustainable reintegration, awareness raising on the risk of irregular migration, counter trafficking, labour migration and development, migration and climate change, immigration and border management, community stabilization/cohesion, conflict prevention/resolution, technical support for policy development, data collection and analysis (Displacement Tracking Matrix (DTM), Flow Monitoring Points (FMPs), research). IOM enjoys strong partnership with the Government of Mali, UN agencies, humanitarian actors and civil society.

Since 2012, Mali has been marked by the effects of socio-political and conflict crises due to increased insecurity in the centre and the north of the country, causing mass displacements of populations within the country and into the neighboring states. Political instability and protracted armed conflict have progressively weakened the State presence in affected regions and undermine communities’ capacities to exit the circle of violence, recover and benefit from a lasting peace. Due to the complex and volatile nature of the Malian context, humanitarian, development, and peace actors are facing multiple challenges to reach populations in urgent need of assistance as well as populations in situations of protracted displacement. In order to respond to these challenges and provide humanitarian support to populations in needs, IOM programming is rooted in its country strategy for Mali (2021-2024).

Under the direct supervision of the Chief of Mission (CoM) and in coordination with the Department of Operations and Emergencies (DOE) Regional Thematic Specialists (RTS) in the Regional Office in Dakar and relevant headquarters (HQs) units and the Program and Policy Support Unit in Mali Country Office (CO), the Emergency Coordinator will be responsible and accountable for coordination and managing the Emergency operations programming in the CO.

Core Functions / Responsibilities:

  1. Coordinate and monitor the implementation of all operational and administrative aspects of emergency related projects ensuring effectiveness, coherence, integrity and the application of the organization’s policies and procedures.
  2. Work in close collaboration with the CoM to ensure that all the components of the emergency response and the regular recovery and development activities operate in a coherent and mutually supportive manner.
  3. Ensure adequate IOM’s Response Preparedness by: improving coordination in the response preparedness capacity of programmes; verifying and facilitating alignment of programmatic response preparedness with inter-sector common planning frameworks; and, coordinating the implementation of the preparedness efforts envisaged by IOM at different sectors.
  4. Keep abreast of humanitarian policies, international standards and best practices relating to the emergency field; recommend how cross cutting issues including gender, age, education, disability, environment and protection can be better incorporated for further enhancement of the cross-border humanitarian response.
  5. Ensure timely preparation and submission of all emergency project reports according to IOM and donor formats as required. Coordinate preparation of regular updates, project summaries, lessons learnt, press releases and other relevant materials.
  6. Guide and supervise staff responsible for the implementation of emergency projects and IOM Mali sub-offices in the North and Center of the country. Coordinate training to staff on emergency response to promote a common understanding and knowledge of ways and means to strengthen the humanitarian response.
  7. Identify new opportunities for emergency response and participate in the development of emergency project proposals in coordination with Resources Management Unit, the Policy and Programmes Support Unit (PPSU), Department of Operations and Emergency (DOE), the Regional Office of West and Central Africa and Project Managers.
  8. Ensure the provision of timely, accurate, standardized and adequate information to all relevant stakeholders regarding movements, new displacements, mobility trends, and conditions in return/relocation areas paying special attention to the situation of vulnerable groups. Liaise with donor representatives and periodically brief them on current and planned programs in order to mobilize necessary financial support.
  9. Participate actively in various fora, including inter-agency coordination groups, and meetings with governmental authorities, non-governmental organizations, donors and other stakeholders.
  10. Undertake duty travel relating to need assessments, emergency project monitoring, liaison with counterparts, problem solving, and new project development, as required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in political science, Social Sciences, Social Work, International Relations, Management or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in project and budget management experience in and knowledge of IOM project and budget software is an advantage;
  • Experience working in or on West African region;
  • Experience at international level managing programmes with refugees, asylum seekers, managing offices and/or multi-cultural team;
  • Experience in an international level of direct donor liaison; with regional experience in the direct care of refugees and/or care of people while in immigration administrative detention; operational or field experience in migration related issues;
  • Extensive experience in public relations, as well as in liaising with governmental and diplomatic authorities and institutional institutions; and,
  • Sound knowledge of programme development, management, capacity building methodologies and operational strategies.

Skills

  • In-depth knowledge of migration, humanitarian issues, trends, and policies;
  • Good knowledge of the socio-economic dynamics in West Africa;
  • Proven analytical and organizational skills, including the ability to prioritize and manage simultaneous critical tasks;
  • Capacity to work independently under pressure with tight deadlines;
  • Excellent relationship-building skills and ability to drive consensus among diverse stakeholders with tact and discretion;
  • Excellent written and oral communication skills, especially in a multilingual setting;
  • Strong strategic and creative thinking;

  • Maturity of judgement to ensure appropriate handling of sensitive issues;

  • IT proficiency with Microsoft Office applications, including Word, Outlook and, PowerPoint.

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written).
