Emergency Coordinator for its Emergency Pool Antenna based in Nairobi / Kenya (m/f/x)

OPERATIONAL CONTEXT

The MSF OCB Emergency Pool is based in Brussels, within the Operations Department.

The role of the Emergency Pool is to respond to emergency situations (epidemics, natural disasters, displacement, conflict, food crisis …).

Its basic function is to retain the ability to intervene directly and quickly in crises, while guaranteeing the quality of interventions in this type of context. As such, the Emergency Pool in charge – anywhere, anytime – of the monitoring and identification of crisis that may arise.

MSF OCB is currently recruiting a mobile Emergency Coordinator as part of an emergency team based in Nairobi while being accountable to the Emergency Pool Coordinator in Brussels.

MAIN OBJECTIVES

The main objective of this post is to respond to humanitarian and medical emergencies specifically in East Africa.

Purpose of the post

The Emergency Coordinator will spend about 70 % to 80 % of the time in the field. The objectives of these field visits or covering positions could be:

  • to prepare assessments and lead emergency assessment teams

  • to start an emergency intervention

  • to evaluate an intervention, etc.

  • to fill a gap of Emergency Coordinator positions in the sub-region

  • to coach an Emergency Coordinator

  • to support emergency and regular operations

  • to link with routine operations in regular East Africa MSF missions

  • to develop functional links with the coordination and the projects of the existing missions in East Africa in order to raise the emergency response capacity within existing teams through trainings/review/development of an Emergency Response Plan / Strategy

RESPONSIBILITIES

· Preparation of interventions: lead emergency explorative missions, produce an assessment, draft a project proposal and establish a strategy, mobilize the resources (supply, HR, etc.), communicate with internal and external stakeholders, organize trainings, etc. linking with routine operations and regular missions / projects in the region and in emergency response capacity building within existing teams through trainings and coaching

· Manage the interventions: coordinate emergency responses, put in place emergency management, follow up and provide regular updates, readjust the strategy, the tools and the resources when needed, support the intervention team and give feedback, participate in the recruitment, create the link with technical support teams (advocacy, operational research, etc.), monitor the context, ensure the quality of the projects and de/brief colleagues linking with routine operations and regular missions / projects in the region and in E-response capacity building within existing teams through trainings and coaching

· Closing interventions: ensure proper archiving, provide activity- and financial reports, assess the emergency response and draw the lessons learned, organize meetings. Participate in the review of emergency scenarios and adapt the stock of medical and non-medical equipment, linking with routine operations and regular missions / projects in the region

· Working and advising outside emergency interventions on Emergency Response Plans and capacity within existing teams through trainings/review/development of an Emergency Response Plan / Strategy

Duty station: Nairobi with mobility requirements 80% (mainly in the sub-region)

REQUIREMENTS

Education

· Medical degree in medicine or public health is an asset

· Basics in humanitarian law is an asset

Experience

· Minimum of 3 years of MSF field experience

· Minimum of 1 MSF mission in a coordination position

· Having participated in at least two emergency interventions including one in a position of coordination

· Experience in the region is a plus

Competencies

· Strategic vison

· Leadership (able to set priorities, make choices and assume decisions)

· Very good management capabilities

· Experience in supervising, coaching and training being a strong asset

· Capacity to negotiate

· Strong networking skills

· Ability to work under pressure

· Communication skills in both written and oral

· Flexibility – Autonomy

Languages

· Languages: English mandatory. Swahili and/or French and/or Arabic is an asset.

CONDITIONS

  • Expected starting date: 15/03/2022
  • 12 months fixed-term contract (extendable), full-time, with duty station in Nairobi, Kenya and up to 80% mobility requirement in the sub-region
  • Salary according to the applicable MSF salary scale
  • International insurance package over the duration of the assignment**
  • 45 paid leave days per year
  • Completion bonus = 1,5 months salary upon completion of 12 months contract
