Place within the organization

Reports overall to the Head of Emergency Support Department in Amsterdam. During field assignments reports to relevant Management Team (MT) at capital level. At times Emergency Coordinator directly reports to Emergency Manager in Amsterdam.

Main Objectives of the post

To provide emergency response capacity for MSF in field operations (90%). This often consists of providing support within existing missions/projects, to either support in key positions or respond to emergencies within those missions. These responses may be under the management of the mission, or under the direct management of the Emergency Desk, depending on the situation.

Can be asked to contribute to emergency support activities including scanning, emergency preparation, guideline maintenance, MSF trainings.

Description of the job

  • Preparation and implementation of emergency projects/new projects & missions
  • Function as coordinator at capital or project level in emergency projects, new missions or key existing projects (interim management)
  • Willingness to work in any place and in any function depending on operational needs as set by the Edesk & organization (as Emco , HoM /PC or as specific capacity based on background profile e.g.g log/ watsans /MD/ Finco etc.)
  • Carry out explanatory missions. Closing projects/missions in specific circumstances
  • Contribute to the maintenance and development of guidelines and procedures with regard to emergency management in liaison with the different support departments at HQ
  • Contributes to the development and implementation of trainings for emergency staff

Profile

Essential

  • At least 24 months field experience with one of the MSF sections in at least two different projects, of which at least one emergency project or a high security setting, and at least one in a coordination position on capital or project level
  • Knowledge of Emergency Public Health, Rapid Assessment, Health Surveillance
  • Fluent in English (minimum C -level)
  • Essential computer literacy (word, excel and internet)
  • Proven organizational skills, diplomatic skills and experience with the representation of MSF
  • People management skills. Ability to influence others in a positive way , bring people along
  • Willingness to travel to any required area, frequently at short notice
  • Proven flexibility, solution-oriented and ‘can-do’ mentality and the ability to be decisive in chaotic circumstances
  • Maintain a positive outlook and attitude
  • Able to work in teams and under stressful conditions

Desirable

  • Degree or diploma in Public Health or equivalent, management , conflict studies, etc
  • Experience in assessments, closing or opening an MSF project or mission
  • Experience in highly insecure contexts
  • Proficiency in French, Spanish and/or Arabic
  • Experience with one or more of the following (emergency) responses/programs: outbreak response, mass vaccination, nutritional crisis, conflict/war wounded response, mass displacement, SGBV program
