Food crisis contexts require a well-organized, highly prioritized, and well-resourced humanitarian and resilience programme to play a meaningful role in the relevant fora at national, regional and global levels. To claim its rightful place and to contribute meaningfully to relevant Sustainable Development Goals (SDGs) in food crises contexts, timeliness and speed in generating quality information and analysis together with agility in processes, partnerships, and delivery are central. In short, prevention and mitigation of disasters, whether related to natural hazards, plant and animal pests and diseases and/or conflict, together with being prepared and able to respond when disasters hit, require structured and agile system that is able to carry out effective processes of risk assessment and risk management.

Since its endorsement by the Inter-Agency Standing Committee (IASC) in December 2010 and its functional set-up in April 2011, the global Food Security Cluster (gFSC) has been successful in creating a conducive environment for global partners to discuss food security operational and policy matters. It has been instrumental in developing tools and providing guidance and support to countries affected by humanitarian crisis.

The gFSC is led by FAO and the World Food Programme (WFP). Over 70 international non-governmental organizations (NGOs) and the international Federation of the Red Cross and Red Crescent Societies (IFRC) are active members at global level. The cluster focuses on coordination of food assistance and livelihood humanitarian interventions.

Overall, food security is the largest sector in humanitarian response, as it represents 35% of funding requirements through the global humanitarian appeal. The average profile of a country food security cluster is a group of 68 partners targeting two million food insecure people and managing a sector appeal of US$ 250 million yearly.

The global Food Security Cluster (gFSC) is co-led by FAO and WFP and led by two Global Coordinators.

The position is located in the FAO/WFP Cluster Unit (OERDC) at FAO headquarters in Rome, Italy.

Reporting Lines

The Emergency and Rehabilitation Officer reports to the FAO and WFP Global Coordinators, and works closely with the Programme Officer (Global Food Security Cluster Programme), OERDC, coordinating the gFSC Information Management. He/she reports administratively to FAO.

Technical Focus

The Emergency and Rehabilitation Officer is part of the gFSC team, set up within OER to support the implementation of FAO in its role of cluster lead agency for the gFSC to support food security coordination function, at global, regional, subregional and/or country level with a special technical focus on information management. ‘Information Management’ (IM) involves technical tools development/design, collecting, analysing and sharing information through high quality information products designed to assist food security cluster partners make programmatic, evidence-based and strategic decisions regarding aspects of a humanitarian crisis. Sound and effective cluster coordination relies on IM support. The global Food Security Cluster Information Management Team supports country offices through the provision of support on data analysis, mapping and visualization in addition to managing the country level evaluations (Country Cluster Performance Monitoring) and the website and providing ad hoc support.

Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions

  • Researches and analyses technical, food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information to support the delivery of programme projects, products and services.
  • Produces various reports, proposals, programme/project documents, position papers, policy briefs, financial/donor reports as well as critical information for inclusion in governing body reports, etc.
  • Participates in project teams, collaborates in project and programme formulation and provides technical and/or administrative support to ongoing operational emergency and recovery projects.
  • Liaises with FAO technical units as well as other UN Organizations to obtain and/or exchange information regarding food and nutrition security assessments, emergency and recovery activities and other related issues.
  • Provides technical/administrative support and promotes best practices to Decentralized Offices.
  • Monitors and provides support to resource mobilization activities including corporate appeals, donor macro grants, CERF/SFERA submissions, annual appeals and mid-year reviews; maintains information and prepares related reports.
  • Maintains and updates information systems, databases and web pages.
  • Performs other duties as required.

Specific Functions

  • Supports the development and implementation of the IM strategy and a work plan to upgrade country FSC information management (e.g. interactive dashboard, online 5Ws database, mapping, etc.), collaborating with the Digitalization and Informatics Division (CSI) on IT-related matters, as needed.
  • Produces a variety of various infographics products, data, statistics and reports as well as input for documents and web pages (e.g. gFSC newsletter, country updates, etc.).
  • Provides data analysis for food security activities, gFSC monitoring, studies and initiatives and provides technical backstopping to country Food Security Cluster.
  • Collaborates in the development of improved/updated tools, systems, processes and databases, especially for livelihoods interventions for the in-depth analysis to identify gaps for advocacy and communication.
  • Collaborates for the development of the gFSC data warehouse, a platform centralizing and aggregating Food Security operational and analytical data, with the goal of providing online visualization tools for strategic decision-making.
  • Supports the capacity building of FSC IMOs to perform effective information management by supporting the country level clusters in their efforts produce the ‘minimum reporting requirements’ (gap analysis, partner’s presence and monthly dashboards).
  • Contributes to the development of IM training as required and delivery of online coaching on IM technical issues to the field IM when requested.
  • Monitors the production of country level information products (establishment and management of a tracking sheet) and provides support as required on IM.
  • Updates the Information Management (IM) compendium/toolkit as needed (templates and guidance).
  • Supports the management of the cluster’s website, including posting updates, liaising with technical support and providing support for country clusters in using the website.
  • Provides on demand IM backstopping field deployments for Information Management officers.
  • Supports the production of IM products for key events (donors’ meeting, DoEs, GPM, etc.).
  • Performs any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in agricultural or development economics, applied statistics, international relations, social science, political science or a related field.
  • Five years of relevant experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risks.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of one of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions.
  • Demonstrated experience in cluster Information Management and/or emergency operations for Level 3 emergencies.
  • Extent of knowledge of international humanitarian architecture, including agencies, NGOs and other partners.
  • Extent and relevance of knowledge and experience in using data in emergency and crisis settings in developing countries.
  • Extent and relevance of training others how to use information system tools and applications.
  • Extent and relevance of knowledge and experience in developing data analytical tools and applications (e.g. dashboard, web-portal).
  • Excellent knowledge of MS Excel, or other databases (e.g. pivot tables and functions).
  • Proven technical expertise for managing data capture and storage, analysing diverse datasets, and presenting information in understandable tables, charts, graphs and reports.
  • Knowledge in software development and in establishing and managing basic websites.
  • Proven skills in using GIS and map-making packages such as ArcGIS, Mapinfo, QGIS, Adobe creative suite for mapping.
  • Extent and relevance of work experience in food security and agriculture sectors.
  • Understanding of FAO policies and programmes.
