CONTEXT

Ariadne is MSF OCB (Operational Center of Brussels)’s unit responsible for designing, deploying and maintaining Health Management Information systems. The unit is part of the Medical department and supports the field projects and Cells (Ops) in collection, processing and use of medical data, in line with the projects’ demands, objectives and OCB’s overall ambitions.

Health information management comprises of a series of activities and responsibilities which starts from data collection in front of the patient, encoding into electronic databases, to the production of analyses used by clinicians, epidemiologists and operational managers to guide clinical activities and humanitarian operations. Operational, medical and humanitarian strategic intelligence is produced out of relevant, clean and quality data.

Electronic Medical Record (EMR) solutions are deployed to support patients care by availing information across medical and support services in real time. EMR implementations are often indicated for health structures with complex or multidisciplinary patients flow or for longitudinal follow-up of chronic diseases (TB, HIV, etc.). To have the most appropriate solution for any given project, a thorough analysis of specific needs must be done in the field and a well-defined choice between multiple options made.

We are looking for a person, who has a good understanding of the information needs of healthcare providers in MSF settings, with program management capacities and relevant experience in health informatics. The candidate should have an aptitude for formulating strategy and carrying out work plans, and with proven experience in leadership and stakeholder management.

Purpose of the post

To align the EMR program with the overall vision and goals of MSFOCB. The EMR program manager will analyze field requests to determine suitability for digitalizing based on validated digital solutions. S/he will translate the field requests into EMR projects for implementation, outlining activities and resources needed.

Under the direct supervision of the Medical Data Coordinator and the overall guidance of MSFOCB’s Medical Director (Sponsor). The EMR program manager will be responsible for maximizing EMR benefits, by ensuring that EMR projects are delivered on time, in scope and on budget. S/he will work closely with all relevant stakeholders at the headquarters in Brussels and in the field and will manage a team of Mobile implementation officer/s and eHealth system administrator.

RESPONSIBILITIES

The EMR program manager will work closely with the Medical data coordinator, the sponsor, ICT development team and the EMR steering committee to manage the program and implementation initiatives. S/he will:

  • Analyze field requests for digital solutions to support projects in streamlining their information flow and availability.
  • Identify and engage all relevant stakeholders at program level to ensure their participation, collaboration and manage their expectations.
  • Assure there is a clear scope for each implementation balancing
    • project request
    • strategic directions including EMR program roadmaps
    • and assuring medical quality including good data protection practices, standardization of concept use (open concept lab) and liaising with medical experts in MSF
  • Assure clear roadmap and monitoring of the EMR program as a whole which includes program resources to ensure that the program delivers against defined business objectives.
  • Organize support for other points of care technical solutions as PACS for digital Xray.
  • Coordinate the setting up of EMR project implementation committees for all major implementations and identify individuals to be included as members.
  • Create and maintain a comprehensive program plan and relevant documentation to ensure proper functioning of the program (EMR Tool Kit).
  • Analyze and evaluate program risks and liaise with relevant stakeholders to mitigate or ensure timely resolution.
  • Lead request for proposals (RFP) and vendor contracting processes for EMR implementations.
  • Work closely with the ICT department to ensure that the EMR program is adequately supported technically.
  • Work with the data-protection officer and the ICT security working group to ensure that proposed electronic solutions are aligned with data-protection and safety rules.
  • Produce program reports on progress and deviations to the line manager and the steering committee.
  • Co-ordinate EMR program evaluation activities and document lessons learnt to support best practices and responsive decision-making.
  • Line manage, and capacity build the Mobile Implementation Officers (MIOs), EMR product owner, field project managers, coordinate and delegate cross-project initiatives.
  • Represent OCB in intersectional discussions around EMR and with “the OpenMRS/Bahmni Communities”.
  • Perform any other related duties, as required by the line manager.

REQUIREMENTS

Education & Experience

  • Medical or paramedical profile or bachelor’s or master’s degree in computer science or medical informatics
  • At least 2 years’ experience in medical project management in the field with MSF or with a similar humanitarian organization
  • Proven track record in leading successful implementations of EMR systems or experience relating to project management or business analysis for information systems related projects is an asset
  • Knowledge or interest to develop further in medical data management and health informatics
  • Experience with OpenMRS and Bahmni or similar tools is a strong asset

Languages

  • Fluent in English and French (written and oral). Other languages are an asset
