Overview of position:

  • Our client is an operational arm of the UN, supporting the successful implementation of its partners peacebuilding, humanitarian & development projects around the world. Their mission is to help people build better lives & countries achieve sustainable development.
  • Their areas of expertise cover infrastructure, procurement, project management, financial management & human resources.
  • The ongoing conflict has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have been affected by disease & environmental degradation. Physical damage to infrastructure including roads, municipal services, Water & Sanitation (WASH) & energy. The lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to & quality of services, that are often interrelated.
  • Our client is undertaking a multi sectoral engagement aims at restoring urban services mainly in energy, urban roads, WASH & municipal services in targeted cities in Yemen using an integrated approach.
  • They are seeking to recruit a qualified local specialist with experience in electrical engineering solutions to support solar initiatives in Yemen.

Role objectives:

  • Under the direct supervision of the Program Manager, the Lead Electrical Engineer provides professional technical, operational & administrative assistance throughout the energy provision programming process, through the application of theoretical & practical technical skills in research, collecting, analyzing & presenting program information while adapting to organizational rules, regulations & procedures to support the development, implementation & monitoring of our clients energy related results in Yemen.

Stakeholder management:

  • Prepare technical reports & inputs for program preparation & documentation, ensuring accuracy, timeliness & relevance of information.
  • Assist in the development / establishment of off grid energy solutions related outcome & output results, as well as related strategies, through analysis of energy sector needs & priorities.
  • Provide technical & administrative support throughout all stages of programming processes by executing / administering a variety of technical program transactions, preparing materials / documentations, complying with our clients processes to support progress towards the off grid energy solutions in Yemen.
  • Prepare required documentations / materials to facilitate review & approval processes.

Program coordination, monitoring & reporting:

  • Work collaboratively with internal & external colleagues & partners to collect / analyze / share information on implementation issues, suggest solutions on routine implementation of relevant projects & alert appropriate officials & stakeholders for higher level interventions & / or decisions.
  • Keep record of reports & assessments for easy reference.
  • Contribute to our clients risk assessment & risk management processes in Yemen by supporting relevant project teams in identifying & mitigating risks associated with solar interventions.
  • Monitor & report on the use of sectoral program resources (administrative & other assets), verify compliance with approved allocations based on regulations / procedures & donor commitments with standards of accountability & integrity.
  • Report on issues identified to enable timely resolution by management / stakeholders.
  • Follow up on unresolved issues to ensure proper resolution.

Technical & operational support for program implementation:

  • Undertake field visits & surveys, collect & share reports with partners / stakeholders. Report critical issues, bottlenecks & potential problems to supervisor, for timely action.
  • Support the project team(s) in the design, development, implementation, management & monitoring of renewable interventions, as needed.
  • Provide technical & operational support to govt. counterparts, NGO partners, relevant clusters, UN & other office partners including donors on the application & understanding of of our clients policies, strategies, processes & best practices in off grid energy solutions to support program implementation.

Project reporting:

  • This role works under the direct supervision of the Program Manager.

Key competencies:

  • Masters in Electrical Engineering from a accredited University preferably with specific study in Energy System is required or a Bachelors in Electrical Engineering from a accredited University with 2 additional years of experience will be accepted in lieu of the Masters Degree.
  • 5 years of experience (or more depending on academic credentials) in project assessment, design & management experience in rehabilitation projects & construction projects.
  • 2 years of progressive experience required in battery based systems & energy storage solutions is required.
  • Experience in international cooperation technical assistance highly desirable.
  • Strong communication, coordination & organizational skills required.
  • Excellent knowledge of English & Arabic language is required.
  • Ability to work under pressure & work with culturally diverse team of local & international members.
  • Experience with donors in the field of energy sector is highly desirable.
  • 2 years of progressive experience required in battery based systems & energy storage solutions is required.
  • Previous experience with UN / international organizations is an asset.
  • Experience in handling World Bank (WB) funded projects in Yemen is desired.

Team management:

  • This role has no team management responsibility.
