The Education, Youth and Skills Training Project Manager will report to the Deputy Director of UNRWA Affairs (Programmes) and will coordinate with Chief Field Education Programme, Principal, Siblin Training Center and Youth and Adolescent Development Team Leader

Responsibilities

– Plans, directs, and coordinates activities of the Field’s Education, Youth and Skills Training Projects, ensuring that goals and objectives are accomplished within a prescribed timeframe, funding parameters, projects’ aims and components, and UNRWA and Donors’ rules and standards; provides technical, operational, financial, and managerial oversight, advocacy, and information management; solves problems and coordinates activities with stakeholders to ensure continuity of operations and efficient performance of project personnel; – Plans, monitors, and oversees the use of projects’ resources (financial, human, administrative and others), certifying/verifying compliance with UNRWA rules, regulations and procedures, donor commitments and standards of accountability and integrity; oversees and monitors the management of tendering and contract preparation and ensures maintaining adequate documentation management systems; provides sound financial management and engages in verification activities where required; – Sets up the monitoring and evaluation framework and work plan of the projects; monitors the impact and progress of the projects; identifies problems and takes appropriate and timely action to meet desired goals; coordinates and prepares the agreed upon periodic reports that will show ongoing progress and results on agreed upon targets and expenditure over time; – Supports the field in implementing the TVET strategy and monitoring its evolution, coordinating with the interventions falling within the Youth Strategic Framework, and contributes to Advocacy exercises on right to work; develops and maintains effective relationships with internal and external stakeholders; coordinates with the relevant departments at Lebanon Field Office (LFO), particularly with Siblin Training Center, the Career Guidance Unit and the Youth Unit, on the implementation of the projects and to ensure full coordination, oversight and accountability for the advancement and implementation of projects’ activities; includes and is aware of relevant cross cutting components (Addressing Violence Against Children (AVAC), MHPSS, Protection, Gender, and Disabilities); – Contributes to the preparation of advocacy and communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances on access to education / skills, employability and right to work related fields; – Leads the implementation of communication and awareness campaigns, with the support of the Public Information Office, raising the profile and awareness of the projects and the projects’ outcomes among beneficiaries, the Lebanese community, and a wider audience; – Liaises with UN Agencies and NGOs to ensure full coordination, oversight, and accountability for the implementation of the projects; contributes to the preparation of the Syria Emergency Appeal and related reports, and of the Lebanon Crisis Response Plan (LCRP).

Education

Advanced university degree from an accredited educational institution in development studies, education, business administration, programme/project management, political or social science or a related field. Job Specific Qualifications Work

Experience

– At least eight years of progressively responsible and relevant experience in project/programme management (preferably in the areas of Education, Youth, Technical/Skills Training and/or employability), in complex or multi-sectoral projects across programmatic areas is Required; – Two years of professional experience in a supervisory role is Required; – At least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport, or a national identity number is Required. – Prior experience with a UN organization, NGO, or donor government, including experience in managing projects funds is Required; – Previous experience working in European Union and UNICEF interventions is Desirable; – Knowledge of UNRWA Rules and Directives is Desirable. Languages – Excellent command of written and spoken English; – Knowledge of Arabic.
