The Education Project Manager is responsible for the implementation of Education projects and activities in eastern Ukraine, in line with NRC’s strategy and standards. The position encompasses team management, project cycle management, capacity building, ensuring integrated programming and coordination with key stakeholders. The position reports to the Area Programme Manager, with technical guidance from the Education Specialist, and is responsible for the overall management of the east area Education team.

Generic responsibilities

  • Line management for Education project staff.
  • Adherence to NRC policies, guidance and procedures.
  • Contribute to the development of Country, Area and Core Competency (CC) strategies, initiate and participate in the development of relevant Education projects.
  • Coordinate and manage Education project implementation (EiE activities, budget, procurement, and project documentation) in line with proposals, strategies and donor requirements.
  • Provide regular progress reports to the Area Programme Manager and the Education Specialist.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Develop and manage project budgets (in cooperation with the Education Coordinators) and coordinate across other Core Competencies
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist while promoting the rights of displaced people in line with the advocacy strategy.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities

  • Responsible for the Education response at Area level under the management of the Area Programme Manager and technical guidance of the Education Specialist.
  • Identify new opportunities for programming, synergies with the other CCs and partnerships.
  • Implement technical direction and ensure high technical quality of projects.
  • Ensure programme quality and implementation of NRC’s Safe and Inclusive Schools Programme, guaranteeing gender and protection mainstreaming and safe and inclusive programming criteria.
  • Design and manage Education projects at Area level, with focus on NRC workstreams: non-formal education, formal education, informal education, first line response and Youth programming.
  • Provide leadership, direction, and support to the Education team. Line manage and ensure capacity building of project staff and transfer key skills
  • Support the development of Monitoring, Evaluation and Learning (MEL) systems, ensure compliance and actively coordinate to ensure monitoring exercises and accurate data collection and reporting.
  • Initiate and conduct new assessments relevant for the Education at Area level, in coordination with other CC Project Managers to ensure synergies and multi-sectoral responses.

Generic professional competencies:

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Technical education expertise and familiarity with education minimum standards
  • Team leadership and experience building team capacity
  • Report writing skills, including analysis
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

Context/ Specific skills, knowledge and experience:

  • Experience in shaping and scaling up education in emergencies projects including assessments and developing response strategies.
  • Experience working with local authorities, humanitarian actors, host community and displaced populations.
  • Experience with applying ICT tools in assessments, for analysis, documentation and reporting.
  • Experience with developing proposals, budgets, work plans, and monitoring and evaluation.
  • Experience with capacity building and team building of staff and community mobilization.
  • Experience with partnership-based approaches, coordination and holistic programme designs.
  • Knowledge and understanding of humanitarian standards such as INEE and Sphere.
  • Knowledge of the humanitarian context in Ukraine.
