Concern

About the role: This is a 12 month, replacement role with unaccompanied terms based in Sanliurfa, Turkey with an annual salary of Band 4 (€43,268- €48,076).

You will report to the Programme Director and will line manage the Education Manager directly and functionally manage other Education staff in Turkey. You will work closely with all Concern staff, external actors (peer agencies, working groups, clusters and other forums), relevant government agencies, partners & donor staff.

Your purpose: You will be responsible for representing Concern Turkey Education Programme at relevant forums and manage the implementation of Concern’s Education programme in Turkey in line with organizational strategies, policies and procedures and in conjunction with project managers, peer agencies, partners, local and national authorities and donors. You are a member of the Extended Management Team and will provide leadership in the development and management of the Education programme in accordance with organizational policies and the Country Strategic Plan.

You will be responsible for:

Technical Support and Programme Quality:

  • Support and lead the technical support of the Education programme in line with Concern Worldwide’s organisational strategy, sector best practices, government regulations, and donor requirements.**
  • Provide leadership and direction for the Education programme through the Education Manager across the three focus areas of education access, quality and wellbeing.**
  • Lead the revision of a country strategy for the Education sector and ensure the education objectives included in the overall three-year Country Strategic Plan are met.**
  • Provide Education technical input for Concern’s other programmes in Turkey, including Protection and Livelihoods, as well as programming implemented through local partners.**
  • Assess Education technical capacity building needs among the Concern and local partner teams; develop technical capacity building plans for Concern and partner staff according to identified needs. **
  • Design and deliver relevant Education trainings for staff directly and source and evaluate service providers procured to deliver external Education training services.**
  • Work to improve the quality of Education programming on continuous basis through application of lessons learned throughout programme implementation (directly and through partners). **
  • Contribute to development of logical frameworks measuring education-related outputs, outcomes and impacts.**
  • Contribute to knowledge management within Concern, leading on donor reporting and documenting and disseminating information about Education strategies, approaches, lessons learned and results in the Turkey context and in Concern globally.**

Programme Coordination and Leadership:

  • Coordinate planning, implementation, monitoring and evaluation of all components of the Education programme within the agreed budgets, timeframes and donor guidelines and requirements.
  • Work with Education team and local partners to identify needs and issues among target population during project implementation period and recommend appropriate adaptations to planned interventions.
  • Identify, analyse and resolve issues that have the potential to jeopardize performance and/or ability to meet agreed-upon programme deliverables and targets in collaboration with Education team and local partners.
  • Brief Country Director and Programme Director on situational context and programme progress (including local partners) on a regular basis.
  • Liaise with other INGOs, LNGOs, government authorities, UN agencies, UN-led working groups and other relevant stakeholders for effective coordination, cooperation and communication; engage in policy discussions and advocacy activities as a representative of Concern.
  • Participate actively in South East Turkey Education Working Group and National Education Sector Working Group, as well as any other relevant coordination meetings and task forces.
  • Share information on Concern Education activities and interventions; promote good relations and collaboration with other actors working in Turkey humanitarian response.
  • Develop strategies and plans that contribute to raising Concern’s profile in the Education sector.

Proposal Design and Development:

  • Identify funding opportunities and design relevant education project activities that respond to needs and donor priorities in the region.**
  • Provide high quality education-related inputs on concept notes and technical proposals, in close coordination with other Programme teams, as well as MEAL, Finance, Logistics and HR Departments.**
  • With the Grants Manager and other programme staff, contributing to identifying and evaluating potential local partners for inclusion in project proposals.**
  • Work with Education Manager to create realistic budgets as part of project proposals, budget modification requests and other revisions**

Monitoring, Evaluation, Accountability and Learning:

  • Work with the MEAL team to ensure monitoring and evaluation plans are an integral part of Education programming, from the design and planning stages through implementation and project close-out.
  • Promote the complaints response mechanism (CRM) through the implementation of all education activities.
  • Design and implement needs assessments with relevant teams to identify needs, gaps and challenges and inform project activities and necessary adaptations.
  • Working with Education and MEAL teams, implement education-related MEAL activities according to the agreed-upon monitoring plan, including baseline and endline data collection, mid-term reviews, donor reporting and internal/external evaluations, among others.**
  • Support Concern Education team and local partners to document and share challenges, lessons learned and good practices.**
  • Prepare and contribute to all necessary reporting, including donor reports and Concern annual reports, communicating efficiently and effectively with the Education and MEAL teams, as well as local partners, in order to do so.**

Financial Management:

  • Develop and maintain accurate budget forecasts with the Education team and local partners, track spending closely and regularly review actual spending against forecasts, in cooperation with Education and Grants Managers.
  • With Programme Director, develop and adapt programme activities to ensure relevant and efficient use of financial resources, across Concern and local partners.
  • Oversee grants compliance to ensure the best use of resources and work closely with Finance team and partners to ensure timely submission of financial and narrative reports to donors.

Team Management:

  • Line manage, coach and mentor Education Manager.
  • Lead all Education staff, contributing to overall capacity building efforts and career development.
  • Ensure all team members know what is expected of them through implementation of Concern’s Performance Development Reviews (PDR) process, developing performance objectives and evaluating staff performance and progress; support managers and officers to conduct PDRs with their direct reports.
  • Create opportunities to give both affirming and adjusting feedback to staff.
  • Participate in staff wellbeing initiatives and prioritize wellbeing of staff throughout programme planning, kick-off, implementation and close-out.
  • Ensure full compliance with the country security plan and policies.
  • Ensure team members and local partners are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the Concern Code of Conduct and Associated Policies (Programme Participant Protection Policy, Child Safeguarding Policy, Anti-Trafficking Policy, among others), as well as policies related to security management and accountability; contribute to the development and implementation of these policies.

Other Tasks:

  • Participate in the development & implementation of Education strategy and the Country’s Strategic Plan.**
  • Adhere fully to the Concern Code of Conduct and associated policies, including the respect of confidentiality.**
  • Report to the Country Director any violations of the Concern Code of Conduct and its Associated Policies.**
  • Ensure that DRR (Disaster Risk Reduction) and PEER (Preparedness for Effective Emergency Response) are integral to all programming.
  • Ensure that the application of 2010 HAP Standard – minimum standard – is applied in the set up phase of the response and throughout the programme cycle.
  • Undertake additional responsibilities as mutually agreed with the Programme Director and Country Director.**

Your skills and experience will include:

  • Relevant Master’s degree in Education, International Development or related subject
  • 3 years’ experience of designing/managing field-based education and integrated programmes in emergency contexts, preferably with an international NGO
  • Substantial experience implementing education projects focused on improving education access, quality and wellbeing, including integrated education, MHPSS, child protection and/or livelihoods programmes.
  • Previous experience of designing and implementing ECHO-, BPRM- and UNHCR-funded projects.
  • Proven record of successful proposal development with multi-lateral donors, including proposals designed with local partners.
  • Proven record of effective project and people management.
  • Previous experience of working through local partners and providing capacity-building support to partners.
  • Experience in dealing with local authorities, national and international NGOs/UN agencies.
  • Experience of budget monitoring and reporting across a programme and ensuring effective and accountable use of funds.
  • Computer literate with sound knowledge of Word, Excel, Outlook and others.
  • Excellent English language skills.
  • Flexible, adaptable, reliable and culturally sensitive.

We would also like:

  • Knowledge of contextually relevant language, such as Turkish and/or Arabic.
  • Previous experience of working on Syria response or in the Middle East
  • Familiarity and knowledge of procedures related to Finance, Logistics and Administration.
  • Ability to work under pressure to meet tight deadlines.
  • Good team collaborator with strong written and verbal communication skills;
  • Ability to work on own initiative and lead diverse teams
  • Flexible and adaptable to a changing environment.
