Background

Enabel is about to start the implementation of a new cooperation portfolio for Palestine. This program will on the one hand built on the successes of governmental cooperation over the past decade and on the other hand, also provide a response to the Palestinian and global challenges of this decade.

Belgian development cooperation has supported the Palestinian territories since 1993 – initially through delegated cooperation. Direct governmental cooperation was started in 1997 for an amount of 15 million euros and the fourth and provisionally last agreement (2011) evolved to 71.6 million euros (2012-2015). This program was extended in December 2020 with an additional budget of 10 million euros. The new portfolio is proposed for a period of 5 years (2022-2026). An indicative budget of 70 million euros is allocated for the new 2022-26 portfolio.

The new portfolio, which has the motto “Empowered youth in a green Palestine” will focus on 2 pillars: The first pillar focuses on the empowerment of youth based on a continuum between developing competencies, skills, access to employment and entrepreneurship, while the second pillar is dedicated to climate action, based on support to the development of an emerging green and circular economy with the view to contribute to a sustainable and inclusive Palestinian society, and reduce environmental hazards and dependency on non-renewable natural resources.

Enabel Palestine is seeking to recruit a highly qualified candidate to fill the position of “Education Officer”, which will contribute specific objective 1 (Education and learning) of pillar 1 (empowering youth) of the new country programme 2022-2026. The overall objective of this intervention is to ensure that “Boys and girls, young women and men access quality education and acquire STEAM and 21st century skills in a conducive learning environment”. This is to be achieved through the following key-results:

Result 1: Increased access to general education in more conducive learning environments

Result 2: Enhanced quality of general education & learning outcomes in STEAM & 21st century skills

Result 3: Improved well-being and inclusion of vulnerable students

Job description

Main duties of the Education Officer:

  • You realise the implementation of the portfolio/project by providing input for planning, execution, coordination, and monitoring and evaluation of activities that fall under one’s area of competence in order to ensure that the results of the portfolio/project (outputs – outcomes) are achieved within the set execution deadline;
  • You provide the necessary technical input in the educational activities in order to achieve the project’s technical performance in accordance with national and international norms and standards;
  • You ensure quality assurance of services and contribute to organising knowledge building and knowledge management in one’s sector or thematic area of expertise in order to create an inclusive, informed climate of trust within the portfolio/project;
  • You contribute to change and strengthen the capacities of partners in order to contribute to the improvement of their organisation, processes and systems and of their staff’s competences.

As Education Officer, you report to the Program Manager of Education and Learning.

Your profile

Required qualifications and experience

  • You hold a bachelors’ degree in a relevant field (social sciences, education & training, pedagogy, labour, economics…).
  • At least 2 years of relevant experience in the education sector.
  • Experience in several relevant projects is an asset.

Required skills and knowledge

  • Excellent knowledge of the education sector in Palestine;
  • Knowledge of aspects of international development (context, challenges, application, partners, functioning…);
  • You are an initiative builder allowing your colleagues to count on your commitment to the team;
  • You are familiar with leading meetings and workshops;
  • You build strong proposals and bring innovative solutions to issues you encounter;
  • You are flexible and can work in a changing environment;
  • You focus on results-oriented management;
  • You are familiar with theories of change, knowledge management and knowledge building;
  • You have excellent analytical and writing skills;
  • Fully ICT literate (Word, Excel, PowerPoint);
  • You are fluent in spoken and written Arabic. Considering the working language of Palestine and the international environment in which you work, excellent knowledge of English is required.
