ADVERTISEMENT: Education Manager (Turkana,Baringo,Wajir,Bungoma)

ROLE PURPOSE:

Education Manager will be responsible for overall programme implementation for assigned education programme, representation in Education forums at national level as well as with the wider community supporting Education in Kenya. The Education Manager will liaise closely with the UNICEF to ensure the programme is implemented in coordination with relevant education actors. The Education Manager will provide leadership and overall fund management in close collaboration with respective county programme managers in Wajir, Bungoma, Turkana and Baringo.

SCOPE OF ROLE:

Coordination and representation

Focal person for engagement of Unicef and other partners implementing other programme components

Remain updated and engaged with the education sector across Kenya, including challenges, needs and opportunities;

Co-lead with Unicef the Education in Emergency Working group.

Co-lead in any joint assessments and reviews conducted by Unicef and other partners.

Build a working relationship at the National level with the committee that will provide technical oversight of the project from the Ministry of Education and UNICEF working closely with Save the Children Education Advisor and work with the Education Coordinators at the County on project implementation and the other officials for supervision and support

Programme technical delivery.

Provide education technical support and supervision on efficient and effective implementation of the assigned project activities; regular technical support and advocacy to County and National governments to ensure quality implementation and scaling-up of the OOSC programme.

Ensure effective child protection including PSS mainstreaming in the project design, implementation and evaluation; and providing rescue services or alternative family care for the OOSC in vulnerable situations working closely with the directorate of children services

Facilitate digital literacy and capacity strengthening of teachers for schools to utilize technology to learn, collect feedback on the digital learning to make informed decision on how to improve the programme

Develop strategies on enrolment, retention and different transition pathways for OOSC children. This will include a scalable accelerated education model integrate in primary public schools in the areas of implementation

Ensure good coordination, collaboration and information sharing with colleagues/partners working in the OOSC project in the different counties to ensure complementary support and synergy building especially for implementation of activities in overlapping counties.

Programme, Partnership and award management

Provide overall leadership, and oversee the implementation of the Unicef funded education project.

Develop and maintain detailed implementation plan and annual and quarterly work plans for the education projects in collaboration with the field based staff;

Ensure the timely and efficient implementation of the Unicef education project as described in the Detailed Implementation Plan (DIP).

In Collaboration with the field based staff, prepare annual and quarterly work plans and ensure that program activities are implemented as planned and within the approved budget.

Identify operations research questions, participate in protocol development and support and supervise research activities in collaboration with MEAL technical specialist.

Participate in proposal development processes, in particular liaising with relevant Technical Specialists and programme staff to ensure that advocacy approaches are integrated within and contribute to the achievement of project results and objectives and that sufficient fund are budgeted for implementation.

Monitor monthly expenditure and track project budgets to ensure that spending on the program is in line with the approved budgets.

Submission of donor narrative reports and review financial reports generated by finance.

Staff and partners capacity building and management

Participate in the recruitment of the project staff.

Provide capacity building of the project team.

Budget Responsibilities: 3 million USD.

Role Dimensions: Overall management of the education project, liaison with donors and other stakeholders at national level. Frequent communication with programme managers at field level, PDQ colleagues and operation staff at national level.
