Educo (member of ChildFund Alliance in Spain) is a global humanitarian and development NGO. Our humanitarian mandate is to protect, help and assist the most vulnerable people, especially children, in their right to life and security, with dignity and comprehensive coverage of rights and needs in the face of risk situations and of humanitarian crises.

CONTEXT

In the current context in Ukraine and depending on the evolution of the situation, 1 to 4 million Ukrainians, out of a population of 44 million, have or will try to leave their country, according to UN agencies. Thousands of people, potentially more, could be displaced, seeking safety in neighbor’s countries (Romania, Moldova, Poland).

In this context, Educo, as a humanitarian actor, has decided to take urgent action to help Ukraine and neighbor’s countries (especially Moldova) prepare for the likely humanitarian fallout of the war through Chidlfund Alliance and WeWorld.

WHO ARE WE LOOKING FOR?

The Education in Emergencies (EiE) advisor will support EDUCO providing advice and guidance to the Head Office and Country Offices on EiE strategies, policy, tools, practices and capacity building.

This role is carried out in close coordination with the thematic advisors at Head Office in Education and Child Protection, under guidance of the Humanitarian Action Advisor in HO and in collaboration with the Country Offices of the concerned geographical area.

He/she is required to carry out regular field missions. At the request of Educo HO, the EiE advisor, may also be called upon to carry out missions linked to his/her specific responsibilities and should be prepared to react to current or evolving crisis.

MAIN RESPONSIBILITIES:

  • To contribute to the assessment of the humanitarian situation in Educo and ChildFund Alliance settings and to the needs in EiE.
  • To maintain the institution’s knowledge of the sector context and trends related to EiE
  • To support Educo in the development, dissemination and implementation of the EiE strategy, projects and practices.
  • To support HO and Country Offices fundraising, needs assessment, high quality concept notes, proposals and reports, and engagement with donor’s technical advisors.
  • To ensure that the minimum standards of humanitarian action are maintained in accordance with INEE Minimum Standards, Sphere Charter, CHS and the other relevant standards.
  • To advice and build capacity of Educo Country Offices and partners on EiE.
  • To participate and represent Educo in EiE working groups, clusters and other relevant networks.
  • To guide and advice on the development of the institution’s positioning on issues related to EiE, advocacy campaigns and communication contents.

  • Oversee the programme management of EiE projects with the possibility to provide support to EiE response through remote backstopping, and where required short-term deployments.

  • Coordinate and monitor EiE projects

  • Coordination of the elaboration, writing and documents’ preparation process for new EiE projects proposals

  • Responsible for the EiE preparation of projects reports and all the monitoring.

  • Identify and develop new funding opportunities and project partnerships to build an EiE portfolio of work.

Based in Barcelona and/or Madrid with displacements and missions to crisis affected locations. While in Barcelona and/or Madrid, possibility of teleworking 3 days a week according to Educo’s policy.**

REQUIREMENTS:

  • University Degree in relevant subject: Education, Social Sciences, Humanitarian Action or related fields.
  • Minimum 3 years of experience working in EiE and in humanitarian settings.
  • Knowledge on INEE norms
  • Experience of conducting EiE needs assessments and response plans.
  • Experience providing technical support and oversight to EiE programs.
  • Experience in program design, proposal development and report submission for public and public and private donors.

· Previous working experience with main donors, specially AECID, ECHO, UNICEF, UNHCR, Education Cannot Wait.

· Excellent negotiation and representation skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment.

  • Strong capacity building (mentoring, coaching) skills
  • Flexibility and adaptation in changing contexts
  • Strong analytical and practical problem-solving skills.
  • Very good inter-personal and writing communication skills.
  • Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints.
  • Fluency in English, French and Spanish**
