Brief overview and purpose of role

Plan International Ireland is looking for an Education in Emergencies (EiE) Advisor to join its programmes team supporting the delivery of programming in West Africa and other select countries.

The EiE Advisor will support the delivery and development of Plan International Ireland’s humanitarian portfolio focused on education in humanitarian and protracted crises with a growing focus on working in the humanitarian and development nexus.

Reporting to the Head of Programmes, you will work across the Programmes Department and within the wider Plan International Federation contributing to maintaining and growing the reputation of Plan as a leading EIE actor.

You will support the Programmes Department with advice on the delivery of EIE programmes and the Business Development Unit on the development of quality institutional funding proposals. You will provide advice and support to Plan Country Offices where Plan International Ireland has a strategic focus.

You will strategically network within the Plan Federation and with external actors, relationship building both internally and externally on behalf of Plan International Ireland.

You will contribute to Plan International Ireland’s work in addressing all stages of the disaster management continuum – preparedness, risk reduction, response, recovery and rehabilitation.

You will provide technical support to Plan’s Country Offices for the design, adaption and implementation of EIE strategy and response in the event of an emergency, with commitment to contributing to the international emergency response roster and to Plan’s Global EIE Surge capacity.

You will plan a leading role in ensuring strong technical advice will be provided across Plan’s education programmes through the Technical Unit and management of technical support officers as required.

You will liaise with the Fundraising and Communications Department to profile Plan International Ireland’s work in the designated country offices, and within Ireland and support Plan’s advocacy work in engaging with key stakeholders in Ireland and overseas in relation to education.

Key roles and responsibilities

The primary purpose of this role is to provide technical support and assistance to Plan International Ireland’s programmes team and country offices on education programming through the complete project cycle and to help build the quality of our education programming to deliver meaningful change in the lives of children.

Key Responsibilities

Management

The Education in Emergencies Advisor will manage a small team of one Education Officer and will also be part of the wider Programme Team Lead group. You will support the Education Officer to deliver high quality technical support across the programme portfolio.

Programme Implementation

You will advise and support the Programme Department on the delivery of EIE related programmes, ensuring to the extent possible, programmes are delivered in line with relevant international standards, best practice and appropriate to the context.

Representation and Networking

You will represent Plan International Ireland externally in Ireland and overseas as required in relation to EIE. You will establish strong relations with other relevant actors in the sector in Ireland and at various levels with the Plan International Federation, in particular EIE specialists and Emergency Response Managers where appropriate.

You will engage where opportunities arise on the global EIE platforms on behalf of Plan International, ensuring Plan International Ireland’s relevance and presence.

Country and Regional Office Support

You will provide EIE support to COs and Regions, in particular West and Central Africa, to improve programmes as necessary and in agreement with the Head of Programmes such as participating in key recruitment, strategy development processes and programme design.

Resource mobilisation

You will support the Business Development Unit and the Programmes implementation teams, when necessary, in the design of high-quality donor proposals on EIE. You will use networks and intelligence gathering to identify and share potential EIE funding opportunities with the BDU and Head of Programmes.

Emergency Response

Travel to disaster affected areas as required at short notice for possible sustained periods to support Plan’s field teams to respond to emergencies.

Learning, knowledge management and research

You will advise and support knowledge management, learning and research in areas related to EIE that contribute to improvements in Plan International Ireland’s and the Global Federation’s competence in EIE.

Contribute actively to Plan International Ireland’s diverse activities, sharing ideas and experience to ensure that Plan International Ireland remains a strong and effective humanitarian and education actor and contributing to a positive work environment.

Skills and abilities

Education in Emergencies Expertise

The EIE Advisor will have significant experience and competence in Education in Emergencies from a local to a global perspective, working at the cutting edge of technical developments in the area.

Leadership and Management

Ability to lead and direct a small team in response to organisational and external requirements, setting team objectives and workplans.

Project Management

Knowledge and experience of programme cycle management, Results Based Management and general programme management, particularly related to EIE with an ability to translate technical approaches into project design.

Relationship building and networking

Ability to build relationships internally within Plan and externally in a variety of for a and network effectively in a complex organisation.

Compliance and Finance

Understanding of donor compliance in general and ability to navigate financial documents, when necessary, particularly when advising programme design.

Strong Communications and Networking skills

Strong written and verbal communication skills and ability to adapt messages to suit diverse audiences.

Ability to engage with others inside and outside the organisation to promote our EIE and inclusive quality education agenda, humanitarian priorities and profile the work of Plan International Ireland. French language competencies required.

A team player who is willing to adapt to change

Willing to respond positively and constructively to change and play an active role in the overall delivery of Plan International Ireland’s programme strategy.

Salary and benefits

Plan International Ireland operates a salary scale, as well as a broad range of employee benefits.

This role is graded as a Level 4 within our salary scale, with an expected range of between €45,000 and €54,000. Placement on the scale will be dependent on level of experience and fit within the role.

In addition to salary, Plan International Ireland provides a number of employee benefits, some of which include:

  • Flexible working hours (core hours of 10am to 4pm daily, minimum of 37 hours per week)
