Position Description

TITLE: Education Governance Officer

UNIT: Philippine Office

REPORTS TO:

Education Governance Manager

SUPERVISES:

Education Governance Assistant Program Officers in Regions V and VI

SUMMARY OF JOB RESPONSIBILITIES

The Education Governance Officer, ABC+ Advancing Basic Education in the Philippines supports the Education Governance Manager in ensuring effective planning, implementation, monitoring, and assessment of the USAID-funded ABC+. He/she will be responsible for the effective implementation of the project in the three focus regions of the project.

Internal

Extensive interaction with ABC+ Team particularly with the Education Governance Manager and Assistant Program Officers, TAF Education Team, Finance, Administration and Grants Units.

External

Regular coordination with ABC+ project implementation partners in the priority regions, consultants and stakeholders for implementation, and project oversight and monitoring purposes.

Interaction with government and non-government organizations involved with the project.

REQUIREMENTS

Experience

  • Minimum of 5 years of related professional experience
  • Solid knowledge and familiarity with local government context particularly its political landscape, development initiatives, governance, and education-related matters
  • Experience in project management: design, coordination, monitoring, reporting, and networking
  • Experience in project administration: logistics, finance and contracts management

Education

  • Bachelor’s degree in related field including education, political science, international relations, economics, or other related degree in the social sciences or humanities. Masters degree is a plus.

Other

  • Ability to work impartially with sectors involved in Education
  • Must have a strong track-record of working independently and in a diverse team environment
  • Strong attention to details and ability to multi-task, highly organized and efficient
  • Superior spoken English, writing skills, time management, and organizational skills
  • Computer literate in use MS Office;
  • Excellent capacity to handle information with diligence
  • Knowledge of the programs and operations of The Asia Foundation or similar international development organizations helpful
  • Knowledge of USAID and other international funding agency reporting requirements

JOB FUNCTIONS

Project Supervision

  • Support the Education Governance Manager in the implementation of the project and achievement of its goals and objectives including planning and budget development.
  • Support the Education Governance Manager in the collection and analysis of data from priority regions for reporting to USAID and stakeholders.
  • Develop mechanisms for effective reporting of activities and other updates from the project areas and program implementors/grantees.
  • Ensure that activities and the project are implemented in accordance with the USAID and TAF rules and regulations.
  • Ensure all project activities and reports are delivered at high quality, making the most effective and efficient use of project resources.
  • Monitor the implementation of grants and activities in the priority regions in coordination with TAF Finance and Grants unit.
  • Develop and monitor appropriate budgets to support technical activities, with relevant data and assistance from Finance.

Coordination/Relationship Management

  • Coordinate with TAF Education team on the conduct of the project.
  • Manage the relationship with other TAF implementing partners making sure that activities are well coordinated.
  • Manage relationship with both DepEd and local government officials to ensure the effective implementation of the project activities.
  • Other job responsibilities as may be assigned by senior management.

Other Support

Assist and participate in project activities and TAF Philippine Office as directed by the Country Representative or Senior Management.
