The purpose of the Education Core Competency (CC) Specialist position is technical development of the Education CC, strategic direction and quality assurance, development of the CC strategy, and quality control. The CC Specialist is responsible for mentoring, training and capacity building Education staff. The following is a brief description of the role.

Generic responsibilities

  • Develop Education strategy, technical guidance/SOPs, and Macro LFAs that are aligned with regional and global strategies and priorities
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Contribute to fundraising, develop and revise funding proposals, budgets and donor reports
  • Follow up on compliance with contractual commitments, ensure high technical quality and synergies in project implementation
  • Provide technical direction and project implementation support
  • Ensure that key learnings are extracted from project implementation, and incorporate them in Education programming and staff development processes
  • Provide systematic training and build capacity of technical staff
  • Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Ensure the integration of gender, protection and advocacy priorities in the Education CC

Specific responsibilities

  • Support the consideration and inclusion of cash-based interventions and market-based approaches within Education programming, where appropriate
  • Provide systematic training and capacity building for Education staff, with a focus on TiCC, INEE MS, and PSEA/Child Safeguarding
  • Ensure compliance with NRC best practices, INEE MS, technical guidance and donor priorities
  • Provide strategic leadership on the development of programming that recognizes the challenges faced by displacement-affected children and youth
  • Support programmatic M&E and indicator tracking in conjunction with project teams and M&E department
  • Develop and lead on conducting needs assessments, baseline, and endline evaluations
  • Create strong linkages with other Education and Child Protection actors, and ensure strong referral pathways are in place
  • Contribute to advocacy and emergency strategies and action plans
  • Actively mainstream PSS principles in all NFE and formal school interventions, with a focus on NRC’s Better Learning Programme
  • Actively promote and operationalize synergies between Education and other NRC CCs to move toward integrated programming, with a focus on WASH and Shelter/Construction
  • Ensure adherence to GEC, NRC and INEE safe back-to-school guidance, with emphasis on COVID-19 precautions (including potential distance learning)
  • Any other task relevant to the position as requested by the line and/or technical manager

Professional competencies

  • Technical Education expertise with a focus on youth/adolescents, Alternative Education/NFE, support to formal schools, and/or first phase EiE response
  • Mozambican Nationals only
  • Experience working in complex and volatile contexts
  • Minimum 5 years of experience in a senior level Education project implementation position
  • Documented results related to the position’s responsibilities
  • Knowledge and skills in market analysis, cash-based interventions and market-based programmes, as related to EiE
  • Fluency in English and Portuguese, both written and verbal required, local languages an asset
  • Knowledge about own leadership skills/profile
  • Willingness to travel regularly to the field in under-resourced settings

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context (general and Education) in Cabo Delgado
  • Experience with start-up or expansion of new programmes
  • Experience in team capacity building
  • Knowledge of the circumstances, needs and challenges displacement and conflict-affected host community, returnee and IDP children face
  • Experience with youth/adolescent programming and linkages to livelihoods an asset
  • Experience with EiE, PSS and/or formal education in a humanitarian context
  • Experience working with children and/or educators
  • Experience with strategic development
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook
  • Understanding of SPHERE and INEE Minimum Standards
  • Candidates with an advanced degree preferred; significant experience in the field of Education, PSS or Child Protection considered in lieu

Additional Details:

Duty Station: Cabo Delgado, Mozambique.

Type of Contract: 12 Months renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale

Travel: 50%

Language: Fluency in English and Portuguese is mandatory for this position
