Position title: Education Coordinator (pending donor approval)

Position will be based in Idlib, NWS with frequent visits to the field.

Purpose of Position:

As a member of the Education team and under the operational supervision of the Grant Manager, and technical supervision of Education TA, the Education Coordinator will oversee and lead the implementation of the education-related projects in NWS. S/he will coordinate the education project activities in support of WVSR’s work to serve conflict-affected Syrians, manage the day-to-day performance of programme activities, support the draw up of the annual programme budget and ensure they are on time, within forecasting and implemented with quality. Frequent site visits, reporting and monitoring of the programme components are required.

The Field Education Coordinator will provide strategic coordination for education interventions in emergencies or response situations while ensuring that quality education is integrated across the implementation, monitoring and evaluation processes of WVSR’s work across the area programme in NWS.

Major Responsibilities:

Strategy, Design and Planning

  • In cooperation with the other education staff of the AP, work closely with the community and partners to carry out needs assessments and reviews in communities to determine development interventions that are required and are consistent with the Field Office’s strategic plan; build a foundation for local partnership, ownership and sustainability of programme interventions.
  • Where applicable, liaise with partners to ensure full programme delivery against agreed work plans and budgets.
  • Work with the Supply Chain team, support the timely delivery of program supplies and ensure supporting documentation is received to verify delivery as needed.
  • Follow up on the results of activities and interventions implemented, reporting emerging risks to achieve programme activities to the Grant. Manager.
  • Prepare and update supporting documents (work plan, cash flow projections, training plans, staffing plans) to ensure robust project implementation.
  • Create and review budgets with Grant Manager and ensure all spending is transparent, complies with World Vision and donor standards and provides value for money. Provide transparent monthly budgets and expenditure tracking for activities.
  • Under the guidance of the Grant Manager and in coordination with Technical Advisor(s), contribute to efforts in the various working groups to develop standards and approaches for multi-sectoral programming in NW Syria.
  • Document lessons learnt, challenges, and best practices and share lessons with the Grant Manager, Technical Advisors, partners, other humanitarian actors and relevant WV staff.
  • Ensure project implementation is done according to proposals, project documents and partner agreements where available.
  • Assist in preparing data and information reports and all related documents every month, including the 4W and inputs for the sector.

Technical Guidance, Supervision, Quality Assurance, and Improvement

  • Manage the planning and implementation of TP activities using recommended models, techniques, standards, and tools to achieve output targets within scope, time and budget.
  • Work with other TP staff to ensure that relevant ministries and cross-cutting themes (e.g. child protection, WASH, Livelihoods, Health, Gender equality, disability, and environment) are integrated into the TPs implementation plan for impact and scale.
  • Actively monitor output indicators of reach and coverage and provide recommendations for improvement to meet desired education outcomes.
  • Assess project activities to ensure they are within scope, time and budget; assess the quality of implementation for education interventions.
  • Provide support to M&E teams during monitoring and evaluation activities and guidance at the development stage.
  • Ensure implementation of Audit and Risk Assessment recommendations in education projects and their impact areas within the cluster.
  • In emergency or response situations happening within the area programme, coordinate with Education in Emergencies programming, implementation, budget, and quality assurance; share programming data and experiences in the form of reports to grant acquisition staff to secure funding.

Capacity Building and Staff Development

  • Coordinate and implement training in project model or education intervention implementation for World Vision staff, e.g. education officers, partners and education stakeholders, for effective rollout and activity implementation.
  • Prepare a developmental plan with the line managers to ensure continuous learning and exposure to training opportunities to input back into the programmes’ development and enhancement.

Advocacy, External Engagement and Partnering

  • Establish effective partnerships with local education stakeholders, networks, coalitions, working groups, and local authorities. Representatives to understand the functionality of the education system
  • Represent World Vision in district and area-level education networks, coalitions, Education Cluster or government-led education spaces to promote evidenced-based education interventions and ensure alignment with the district and local priorities.
  • Participate actively and regularly in the local Education Cluster to coordinate World Vision’s education work alongside other humanitarian actors.
  • Ensure the cluster reporting is timely and accurate before submission.

Research, Evidence, Reporting, Knowledge Management, and Safeguarding

  • Seek out and document lessons learned from education project activities in the local AP for improved quality of programming
  • Facilitate regular reflection and learning activities with education staff and volunteers as well as other local education stakeholders to reflect on implementation and make adaptations as needed
  • Collect monitoring data with community workers and volunteers in a collaborative and systematic way
  • Identify and disseminate good practices, learnings and innovations through the Education Community of Practice
  • Work with TP DME staff to ensure the availability of qualitative and quantitative education-related data and information for input into Horizon and other World Vision reports (e.g. Annual Review, Support Offices reports, global impact-related reports)
  • Report adult and child safeguarding incidents for designated area programmes (Levels 1-3)
  • Ensure proper implementation of the office’s Safeguarding Incident Preparedness Plans at the local area programme level.
  • Train the local partners or volunteers who work directly with programme beneficiaries on Safeguarding policies, procedures, behaviours, and reporting protocols.

Other tasks and responsibilities requested by line manager within the scope of work.

Required Professional Experience

  • 4-5 years of experience in education, child development, or community development
  • Experience working in an INGO, NGO, charity or international development context
  • Specific and extensive experience in the education sector leading education programmes in the field.
  • Experience leading workshops, training, and capacity-building sessions.
  • Desirable to acquire training and ToT certificates in the areas of EiE.
  • Experience in project design, implementation, monitoring and evaluation and report writing

Required Education, training, license, registration, and certification

University degree in education, social work, project management, community development, international development, child development, or a related field.

Preferred Knowledge and Qualifications

  • Strong planning and project management skills
  • Excellent knowledge of the Syrian context, especially in NWS.
  • Excellent knowledge of the education sector and its programming.
  • Strong knowledge of education actors, counterparts and capacities.
  • Strong public speaking and representation skills with internal and external stakeholders.
  • Strong group facilitation, training, coaching, and capacity-building skills
  • Strong inter-personal communication and collaboration skills
  • Have deep analytical skills (contextually, politically, etc.)
  • Strong partnering, conflict management, and consensus-building skills
  • Strong written and oral communication skills
  • Knowledge of common local Education issues and opportunities
  • Computer skills, mainly in Microsoft Office package – Essential
  • Bilingual (Arabic & English), good command (written and spoken) in both languages – Essential
