The Education Consortium Manager is to responsible for effective and high-quality planning, implementation, coordination, monitoring, and reporting of the 14-month Education Consortium grant from ECHO, aimed at reaching beneficiaries in North and Eastern Ukraine.

The position is located in Kyiv, Ukraine. Education Consortium Manager will report to Country Director.

Main duties and responsibilities:

Manage Program Relationships and networks

  • Represent the consortium toward the donor(s) and government authorities and therefore liaise and communicate with the donor(s), partners and government authorities.
  • Proactively and responsively manage the relationship at country level with ECHO, Education Cluster, consortium partners, and the Education in Emergencies Working Groups and Child Protection AoR
  • Participate in the relevant Education forums and coordination meetings, forums and technical working groups
  • Ensure that the project sub-grantees comply with the sub-award specifications and implementation guidelines

Program implementation

  • The Consortium Manager will be responsible for ensuring that the project is implemented according to the approved proposal in an impactful and effective manner.
  • Develop and lead a well-functioning consortium, built around collaborative leadership and decision making, capitalizing on the expertise and capacities of all partners.
  • Take the lead in project planning and coordination to ensure timely and quality implementation of all project activities in line with the program workplan and in full coordination with national and local authorities as well as other actors.
  • Organize periodic meetings to discuss project progress; record and follow up on the execution of agreed action points.
  • With the support of the Technical Coordinators and Country Director, develop specific strategies for cross-cutting themes (capacity building, gender equality, environmental sustainability) for the project.
  • Coordinate with local authorities to facilitate the participation of local communities in the planning and implementation of activities and undertake periodic reviews of project activities to assess effectiveness, efficiency, achievement of results, and compliance with procedures.
  • Ensure all partners update and share project tools (work, procurement, staffing, spending, and MEAL plans) on a quarterly basis.
  • With support from the consortium members, take lead in proposal development, review, and compiling of member inputs.

Provide leadership to the program team

  • Provide overall management for the ECHO funded program
  • Ensure proper technical capacity of staff to manage complex education projects
  • Provide short-term consultants with support

Communication and Reporting

  • Ensure regular communication with the Country Directors regarding the consortium progress and processes.
  • Lead the planning and coordination of the Project Working Group Meeting, M&E working group meeting among others.
  • Compile program narrative and financial progress reports in coordination with the consortium members to share with the donor.
  • Compile and prepare quality partner monthly, quarterly, and periodic project progress reports, as well as final reports, and feed in other information as required.
  • Maintain open and effective communication amongst the consortium and project team members.

Financial management

  • Overview grant/project budget and ensure accurate and timely financial reports
  • Ensure that all project partner procurements follow the laid down and approved procedures by the donor and Finn Church Aid
  • In conjunction with the grants and finance team, develop and monitor the project budget.

Competence and Personal Requirements:

  • At least 7 years’ experience working in humanitarian programs
  • Strong analytical as well as administrative and conceptual skills.
  • Proven ability to prioritize tasks, meet deadlines, pro-active and a good team-player.
  • Experience working in the designated area of operations.
  • Management and/or supervisory experience.
  • Financial oversight and budget tracking experience
  • Experience working with ECHO and with consortia a clear advantage
  • Effective leadership skills and excellent communication skills
  • Fluent in written and spoken English, Ukrainian an asset

The position will be filled as soon as possible and it is a fixed-term employment until 31.8.2023, with six-month probation period. The compensation is based on FCA salary scale and the candidate’s level of experience.
