We are currently looking for an Education Assessment Officer**

Position: Education Assessment Officer

Contract duration: 6 months

Location: Tunis, Tunisia – with potential short-term field deployments

Starting date: March 2022

CONTEXT

The RRM (Rapid Response Mechanism) is an operational, programmatic and partnership model designed to enhance the humanitarian community’s capacity to respond in a timely, coordinated and predictable manner to the needs of the populations made vulnerable by conflict, displacement, disease and/or natural disaster in humanitarian settings. Since 2004, over 37 million people have been assisted through the RRM. In 2017 alone, humanitarian actors provided emergency assistance to approximately 10 million people worldwide through this mechanism.

While childhood education is considered a fundamental human right in nearly every country around the world, it is rarely prioritized in the first phase of humanitarian responses where RRMs have proven effective in reaching the most vulnerable people with a multi-sectoral response. Further, schools are an invaluable tool in providing children a sense of normalcy, offer the protective functions of safe learning spaces, and frequently host a number of other inter-sectoral interventions, such as feeding programs. Against this backdrop, REACH is supporting the Global Education Cluster (GEC) in ensuring that current and future RRMs systematically include quality education responses.

PROJECT

The formal partnership between REACH and the GEC started in 2019, the first phase of which consisted of mapping RRMs globally to gather key information on existing frameworks, including the operation and coordination of individual RRMs, and lessons learned from past experiences. A toolkit was developed that aimed to provide cluster coordinators, information management officers, as well as key cluster partners and Education in Emergencies (EiE) stakeholders, with concrete resources and successful examples of needs assessment tools and methodologies. This toolkit was developed together with a training, of which an initial pilot was conducted in November 2021. In 2022, REACH will support the GEC to strengthen the knowledge and skills related to the RRMs and EiE of national coordination platforms, especially in regards with rapids needs assessments.

CORE RESPONSIBILITIES

Under the supervision of the REACH Education Assessment Specialist (Cluster Unit), the Assessment Officer will support the Global Education Cluster in ensuring that education is systematically included in current and future RRMs. Specifically, the Assessment Officer will be in charge of:

  • Strengthening the assessment capacity of national coordination platforms and relevant education partners.
  • Supporting national coordination platforms in the implementation of rapid needs assessments.
  • Supporting the development of sector-specific global assessment policies, resources and tools.

1. STRENGTHEN ASEESSMENT CAPACITY OF NATIONAL PLATFORMS AND PARTNERS

Strengthening assessment capacity of national coordination platforms and relevant partners through capacity building.

  • Support the design, organization and delivery of trainings on rapid needs assessment design and implementation to transfer assessment skills and knowledge to both implementing partners and national coordination platforms’ staff.
  • Provide customized training for national coordination platforms based on their specific needs and capacities.

2. SUPPORT RAPID NEEDS ASSESSMENTS AND ANALYSIS**

Supporting national coordination platforms in the implementation of rapid needs assessments and analysis activities (potential short term deployments)

  • Lead and provide guidance on assessment design, including analysis of cluster information needs, the development of appropriate methodologies, indicators and tools.
  • Support with data collection coordination and ensuring data quality meets highest standards.
  • Lead and provide guidance on data analysis and output production (both secondary and primary data), including drafting of assessment outputs.
  • Promote a broad participation of national coordination platforms’ members at all the stages of the assessment process to create a broad sense of ownership.
  • Support national coordination platforms in building sustainable systems ensuring partners conduct rapid needs assessments in a timely, coordinated and efficient manner.
  • Support effective dissemination and usage of assessment findings.

3. PROVIDE OTHER SUPPORT TO NATIONAL COORDINATION PLATFORMS AND DEVELOP GLOBAL TOOLS AND GUIDELINES

Provide other remote or in-person support and contribute to develop sector-specific global tools and guidelines

  • Ensure continuous improvement of the training and toolkit based on lessons learned and on the work undertaken by the GEC as a whole.
  • Provide other ad-hoc support to national coordination platforms in implementing assessment related activities (training, tool review, analysis support etc.)

REQUIREME**N**TS

Required:

  • Master’s degree in a relevant field (economics, statistics, data science, sociology, development / humanitarian studies, etc).
  • Minimum 1 year of experience in assessment, information management, monitoring and evaluation, or operational research.
  • Minimum 1 year of field experience in complex humanitarian crises.
  • Ability to operate in cross-cultural environment requiring flexibility.
  • Familiarity with the humanitarian coordination architecture and mechanisms.
  • Excellent leadership and supervisory skills, ability to motivate and empower colleagues.
  • Fluent spoken and written English; ability to work in French.
  • Willingness to travel to various country missions for short deployments.
  • Ability to work in difficult conditions and under tight deadlines.
  • Familiarity with at least one statistical analysis software, such as Excel, SPSS, STATA, R, Python, etc.

Desired:

  • A good understanding of the humanitarian policy environment including latest assessment policies and standards.
  • Experience in liaison with a broad range of stakeholders, ability to build relationships and networks with international donors, UN agencies and INGOs, national authorities, national/local partner agencies and affected communities.
  • Training, coaching and mentoring skills.
