Summary:

The Consultant will edit proposal sections, annexes, and CVs in response to new business opportunities.

Estimated Period of Performance: June 1, 2022, to May 31, 2023

Estimated Level of Effort: 65 Days

Reporting: The consultant will report to the Corporate Monitor.

Travel: None.

Responsibilities

Tasks To Be Performed: 1. Read solicitations (RFPs, RFAs, RFTOPs, etc.)
2. Attend key proposal meetings when requested by the proposal team and Senior Director of the Bid Quality and Design Department to understand proposal context and proposed technical approach
3. Using Creative’s Writing and Style Guide and Editor’s Checklist and referring to the Chicago Manual of Style as needed, edit and proofread proposal sections
4. Ensure logical consistency, strong narrative flow, correct grammar and spelling, and readability
5. As time permits, one-voice and integrate written inputs from technical experts and partners
6. As required, work with the Technical Lead Writer and/or Proposal Manager to carefully trim text to fit page limits
7. Proofreads and finalizes proposal sections for submission as requested
8. Meet all proposal deadlines

Results and/or Deliverables:

Consultant may be responsible for:

  • Professionally edited proposal sections, annexes, and other elements that are well-organized and read smoothly
  • Proposals have correct grammar, spelling, and usage
  • Terminology and spelling is consistent throughout
  • Proposals are clear and easy to understand, with well-explained technical content
  • Creative’s value add to the client is effectively laid out and clearly explained

Qualifications

Consultant will be expected to have the skills, qualifications, experience, education, and general expertise necessary to edit proposal sections, annexes, and CVs in response to new business opportunities. Specifically, the required qualifications for this agreement are:

  1. Three years of editing and proofreading experience
  2. At least two years of experience working with USAID proposals
  3. Strong understanding of USAID proposal organization and requirements
  4. Strong knowledge of and facility with editing style manuals, including Chicago Manual of Style
  5. Excellent knowledge of English grammar, spelling, and usage conventions
  6. Ability to turn poorly written, disorganized writing into high-quality written products for submission
  7. Ability to one-voice writing from different authors
  8. Must understand and be able to use Word functions such as track changes/comment bubbles
  9. Ability to use Styles in Word for formatting desirable
  10. Ability to develop and format tables and textboxes desirable

Work Assignment:

Consultants with the requisite qualifications will be given a blanket consulting agreement under which specific work assignments will be ordered on an ad hoc basis, subject to consultant’s availability. Consultants may be required to compete against other similarly qualified consultants, though generally work will be assigned and negotiated directly with the consultant.
