  1. Who is JIPS?

JIPS is an interagency service established in 2009 to bring governments, communities, humanitarian and development actors together to collaborate towards collective outcomes and durable solutions to displacement situations. It does so by supporting collaborative and responsible data processes including profiling, developing the capacities of governments and key stakeholders, and advancing global discourse towards sound global standards. Field-focused and committed to enhancing local ownership and capacity, JIPS is a globally recognised impartial broker that draws on extensive field experience in diverse displacement contexts and a unique combination of technical, soft and political skills to drive change in the contexts it supports and the global discussions it informs.

  1. Purpose of the consultancy

JIPS publishes a variety of knowledge products on its website, in line with its mission to share its experience, knowledge and lessons learned between the local and global levels, and to provide guidance on displacement data processes and their use for evidence-based policies and action.

The objective of this consultancy is to support JIPS with the writing, editorial review and proofreading of JIPS’ publications in English throughout the last part of 2022. This may include JIPS’ organisational publications, its guidance and tools, thematic papers, country support-related documents, and other products.

  1. Main tasks and deliverables

With a dedicated focal person in JIPS (Head of Knowledge Sharing and Communications), and in close cooperation with relevant JIPS colleagues, the Consultant is expected to perform various tasks involving the below list of tasks until the hours allocated are used up.

  1. To support JIPS on creating, copy-editing, fact-checking and proofreading various forms of communication products in English requiring high-quality narrative, including but not limited to organisational documents (corporate brochure, annual report, etc.), new guidance and knowledge products, and outputs from country support exercises (such as baseline reports, policy briefs, etc.);
  2. Ensure the above are consistent with JIPS’ branding and tone of voice, coherent across all communication platforms, tailored to intended audiences, as well as authentic, original and appropriately/consistently cited and/or referenced;
  3. Providing suggestions for headings, subtitles, selection of pull-quotes or key messages where relevant
  4. Support any other writing tasks related to JIPS’ publications, as required.

The drafting and editing work will require collaborating and coordinating with JIPS’ focal point and relevant staff, including regular meetings. The Consultant is not expected to conduct any research related to the above-mentioned products.

The consultant will be required to track hours allocated to the writing, editorial review and proofreading of each of the assigned products, with the input and supervision of the JIPS’ Head of Knowledge Sharing and Communications.

  1. JIPS responsibilities
  • JIPS will provide the consultant with a tool to estimate and track hours and work progress for each assignment, and flag any issues, expected deadlines and upcoming work in a timely manner

  • JIPS will provide the consultant with in-house editorial guidelines, as well as specific guidance, input and feedback in a timely manner on language and narrative

  • JIPS will be responsible to point the consultant to and provide any relevant data and analysis to be used as a basis for the development of the different deliverables

  1. Duration and timing

The total expected duration to complete the deliverables under this consultancy is 120 hours over a period of 4 months between September and December 2022[1] .

  1. Eligibility, qualification, and experience required
  • Eligibility: The consultant has the authorisation to work remotely. The Consultant must be available upon request during the timeframe of the contract between September and December 2022.

  • Qualification, experience and skills:

    • University degree in communication, journalism, public relations, international relations or related disciplines
    • Strong analytical and writing skills in English, advanced level of written English is essential
    • Proven professional experience of at least five years in writing and content development for media, international organizations or NGOs in the humanitarian/development sector
    • Demonstrated creative skills, high attention to detail, and ability to tailor the language/narrative with intended audiences and channels as well as the often complex/sensitive nature of displacement contexts in mind
    • Excellent project management, responsiveness, ability to meet tight deadlines while maintaining quality
    • A clear understanding of internal displacement is an asset
    • Familiarity with JIPS products and previous work with JIPS or its partners an asset
  • Language requirements: proficiency in written and spoken English

  1. Reporting arrangement

The selected consultant will work under the supervision of:

  • There will also be close coordination with JIPS’ Knowledge Sharing and Communications Officer, as well as relevant colleagues in the JIPS’ team depending on the deliverables.
  1. Confidentiality and ownership

All information presented, obtained and produced is to be treated as JIPS’ property and is considered as confidential for all other purposes than what is outlined in the ToR. The material prepared by the consultant cannot be sold, used or reproduced in any manner (partially or in full) by the consultant without prior permission from JIPS. The editor will be mentioned in the acknowledgments section provided this section is included.

  1. Remuneration

The consultant will receive 20% of the total fee at the signature of the contract, 40% midway through the time of the contract on delivery of satisfactory deliverables, and 40% on delivery of satisfactory deliverables at completion of all hours allocated.

The consultant’s fee must include all taxes and other changes including any VAT costs. [2]

  • The financial proposal (RFQ Form) must:

    • Detail the applicant’s anticipated costs in CHF

JIPS reserves the right to negotiate based on the availability of the budget allocated to this activity.
