Tdh aims to create a positive impact on children’s lives in almost 40 countries around the world, through our Health, Access to Justice, Migration and Child Protection transversal programmes.Tdh started its operations in Iraq in December 2014, responding to needs of children and youth between the age group of 9-22 years, affected by the ISIL -driven crisis of 2014-2017. Due to high unmet needs for children, youth, and their families affected by the crisis, Tdh scaled up its interventions to 12 districts within 5 governorates (Anbar, Kirkuk, Ninewa, Baghdad & Salah al-Din), providing emergency assistance in child protection, juvenile justice, education, and WASH.In the long-term, through its Multi-year Country Strategy 2022 ��� 2024 and its long term Vision for the Country Programme, Tdh plans to reinforce and expand interventions due to the persistent overwhelming needs of children, youth and families through a NEXUS approach, responding to the protracted humanitarian needs while contributing to achieving durable solutions for the most vulnerable and at-risk population groups in the sectors of Child Protection, Education, WASH and Access to Justice for children, youth and women.As of December 2021, with its 120 staff employees, Tdh is currently implementing a 7,5 Million CHF emergency, rehabilitation, and development program across the country through its bases and offices in Baghdad, Ninewa, Salah al-Din and Kirkuk governorates, working alongside and in collaboration with local partners and national authorities. The main donors are USG, UNOCHA, ECHO, SDC, GIZ, UNICEF. The main coordination office is in Erbil with a multi-cultural, very experienced, and highly motivated team providing support, technical expertise and ensuring accountability, while working closely with the collaborators in the Regional office in Amman, Jordan, and the Head Quarters (HQ) in Lausanne, Switzerland.Overal Purpose :Terre des hommes – Helping children worldwide – Foundation (Tdh) and its consortium partners [War Child UK, Bent Al-Rafedain Organization (BROB), and Sabe��� Sanabul Organization for Relief and Development (SSORD)] is implementing Education Cannot Wait ��� Multi-Year Resilience Programme (ECW-MYRP) with seed funding from Education Cannot Wait (ECW). The program covers Ninewa, Al-Anbar, and Diyala Governorates, Federal Iraq.ECW-MYRP is an innovative model for education in emergencies (EiE) programming. The three years of seed fund covers the period from December 2021 to June 2024. The MYRP Theory of Change focuses on conflict-sensitive interventions, that move communities from emergency to early recovery and towards development. The program will ensure that out-of-school children (OOSC), especially girls are prioritized with flexible, responsive routes into learning opportunities, that support their transition into further levels of education and that support their holistic wellbeing and development. The program in line with the ECW priorities focuses on interventions targeting 3-18 years, including IDPs, returnees, and host communities��� children with pre-primary, primary, and post-primary learning opportunities.This is a 10 months��� transitional role, focused on setting the program running, and building the capacity of a national project manager who will assume full responsibility for the program. The international Consortium Manager will have at least 4 months period of overlap with the national project manager to permit adequate mentoring, coaching, and transfer of managerial and coordination skills to the national project manager. During this transitional period, the Consortium Manager will liaise directly with the Tdh���s consortium partners, as well as other selected consortia, to ensure a coherent, harmonized, and well-coordinated planning, implementation, monitoring, and reporting of the program, including work plans, capacity building plans, indicator tracking, and technical approaches. The Consortium Manager will establish and chair monthly coordination and joint planning/review meetings to ensure no overlaps, document challenges, and report to the steering committee.The Consortium Manager will ensure that Tdh and consortium partners have efficient systems in place to support all aspects of program planning and implementation, including financial and grant management, project monitoring, evaluation, accountability, and learning (MEAL).The Consortium Manager will also be responsible for the submission of timely and regular progress reports to the Grant Agent (Save the Children) as well as participating in the Consortium Steering Committee (CSC) meetings as requested. The Consortium Manager will also liaise with the EiE Working Group (EiE WG) to ensure appropriate alignment with the Cluster strategy.The Consortium Manager will provide programmatic and operational coordination and management including, joint planning, implementation, capacity enhancement, monitoring/evaluation, learning, and reporting both internally (within Tdh) and externally (for/with partners).Responsibilities :With the technical support from Tdh���s Child Protection Coordinator and Programme Manager, the MEAL Co-ordinator, Field & Finance Coordinators, HR Team, other key stakeholders and in coordination with consortium Partners:Operational Planning and Program Implementation:Lead the kick-start of the programme.Overall oversight of programme planning and implementation.Co-ordination of the development of joint action plans.Ensure compliance with the funding proposal of with work plans, programme objectives and targets.Provide Operations and Implementation Updates.Monitoring, Evaluation, Accountability, and Learning (MEAL):Maintain high standard of transparency, accountability, integrity, timeliness of activities implementation, Tdh & donor policies compliance.Start the baseline assessment of the program.Ensure coaching & mentoring of partners.Ensure and coordinate the monitoring of activities, the documentation of the programme implementation.Finance and Budget Management :Direct management and monitoring of budget & submission of financial reports.Capacity building to staff, partners, and stakeholders:Operational planning.Technical Support of stakeholders.Coordination and Representation of Tdh:Ensure strong linkages with key stakeholders.Liaise with authorities.Coordinate with other humanitarian partners and local authorities.Represent the organisation locally.Human Resources Support :Support the Field Coordinators with performance management of ECW-MYRP staff.Lead the recruitment of staff.Profile :Education :BSc degree or preferably Master���s in Project Planning and ManagementExperience :At least 5 years of relevant expatriate experience with international NGOs or other agencies working on Project Management with strong focus on EiE and Child protection programming.Prior experience in managing/coordinating Consortium is essential.Prior experience working in fragile and humanitarian-development transitional contexts.Demonstrated experience in capacity building and mentoring of national and international staff.Pervious experience in the MENA region is preferred.Competences :Strong written and oral communication skills, effective in representation and liaison with external parties.Proven ability to work as part of a team.Fluency in spoken and written English required.Knowledge of Arabic an asset.Salary :Expatriate contract under Swiss regulations between CHF 3186.- and CHF 4���065.-net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.Tdh Global Code of Conduct and Risk Management Policies : Fully complies with Tdh���s Global Code of Conduct and systematically reports any breach to the Code through the whistleblowing procedure: raises awareness within the Foundation on abuse and violence and the rights deriving therefrom, respecting the rights and dignity of children, members of the communities and our own StaffCommits to respecting Risk Management Policies including: Safeguarding Policies (Child Safeguarding Policy, Policy on the Protection against Sexual Exploitation and the Directive on Staff Misconduct at the Workplace), Safety and Security Policy and Anti-Fraud/Corruption and Prevention of the Financing of Criminal Activities PoliciesCommits to reducing the risk of abuse and harm by developing a culture of open and informed leadership within the organization and in our work with children and the communities in which we intervene in.We offer an exciting and varied work, useful and meaningful, in a team that wants to make a difference for vulnerable children.Are you interested?
