Economic Security Advisor (Relief & Livelihoods Program – Monitoring & Evaluation) (For Philippines Nationals Only)

The Economic Security Analysis & Evidence (Monitoring & Evaluation) Advisor is the focal point for all matters related to assessments, analysis, monitoring, evaluation, reporting, and information management needed for Economic Security (EcoSec) programming in the Philippines.

MAIN RESPONSIBILITIES

  • Supports the coordinator in ensuring EcoSec-related activities between the field level and at the delegation are running
  • The focal point for monitoring and evaluation activities, recording and reporting of information using existing EcoSec tools
  • Supports in organizing and conducting economic security/vulnerability assessments in sudden-onset emergencies and/or when time and resources might be limited, produce reports, and support operational planning.
  • Supports EcoSec information management systems by maintaining and updating databases of spatial, socioeconomic, nutritional, agricultural, livestock, market, and livelihood-related data.
  • Provides inputs to the development of monitoring, review, and evaluation plans to assess and measure the achievement of expected results, in compliance with EcoSec evaluation and monitoring practices.
  • Provides feedback on the formulation of the monitoring and evaluation strategies and supports their operationalization.
  • Contributes to evidence-based decision-making on programme design and implementation, notably through making monitoring, analysis review, and evaluation findings accessible developing innovative, user-friendly, and informative products.
  • Supports EcoSec Coordinator and unit management in addressing monitoring, reviews, and evaluation recommendations to ensure that follow-up actions are taken as required.
  • Contributes to building monitoring and evaluation capacity of EcoSec staff and the national society (Philippine Red Cross) through training and information sharing.
  • If and when applicable, manage staff members and coaches them as required to enable high performance in their analysis and evidence skills and function.
  • As required, provides inputs to EcoSec Coordinator regarding the potential development and implementation of country-level inter-agency analysis, monitoring, reporting, and evaluation frameworks.
  • Takes responsibility for integrating accountability to the affected population (AAP), diversity, and inclusiveness in all areas of work.

REQUIRED PROFILE

  • 3-5 years overall professional experience, with 3 years solid field experience in emergency relief and livelihoods interventions
  • University degree in economics, anthropology, agronomy, veterinary science, nutrition, public health or other relevant area, data science, or considerable experience in the humanitarian field.
  • Fluent communication skills in English and Filipino. Knowledge of local regional Mindanao dialect Maguindanao, Maranao, Tausug or Cebuano is an asset.
  • Advanced computer proficiency with familiarity with data analysis software (SPSS, XLSTATS or any other). Knowledge on interactive data visualization like Tableau is an advantage.
