DRC Jordan is seeking an Economic Recovery Coordinator with experience in economic recovery programming, and more specifically in decent livelihoods and in financial inclusion. The Economic Recovery Coordinator provides overall technical leadership and coordination to all aspects of DRC’s economic recovery programming in Jordan. This includes sector strategy development, technical coordination and leadership on proposals and program design, as well as qualitative oversight of project implementation in line with DRC standards, and technical tool development, including Standard Operating Procedures (SOPs) and overall implementation strategy and work plans for projects. The Economic Recovery Coordinator will represent DRC in relevant internal and external coordination forums and provide technical leadership among peer organisations ensuring high-visibility of DRC Jordan’s portfolio of livelihood, cash, financial inclusion and integrated programming.

About the job

The individual will report directly toHead of Programme / Amman. Your main duties and responsibilities will be:

Programme Strategy & New Project Development:

  • Support the contextual revision and roll out of the DRC Jordan Country Action Plan, ensuring it is supported by a country economic recovery strategy which provides strong rationale for programmatic priorities and reflects the evolving nature of the Syrian crisis and changing labour law and regulations in Jordan, especially as they impact vulnerable individuals;
  • Lead the technical design and review of concept notes, logical frameworks, budgets and full proposals under economic recovery;
  • Foster strategic private sector engagement, technically and financially, and maintain those strategic relationships with high quality engagement.
  • Promote and ensure quality implementation through market systems approaches (MSA) across the programming, particularly looking at moving toward small and medium enterprises support through value chains approaches and local economic development plans, when feasible looking at climate-smart businesses.
  • Proactively engage in bilateral coordination with local and international NGOs as well as with international public organizations to refine, expand and strengthen DRC’s referral and information assistance and partner networks whilst seeking new partnerships for innovative economic recovery programming.
  • Support the Monitoring, Evaluation, Accountability and Learning department in rolling out qualitative and quantitative monitoring and evaluation approaches aiming to build contextually grounded learning into programme activities;
  • Ensure that all economic recovery interventions are informed by market conditions through leading and overseeing regular labour market and skills assessments.
  • Propose innovative project design ideas and explore their feasibility.
  • Foster and ensure integration of Economic Recovery activities with other DRC sectors, particularly Protection
  • Visit regularly programme activities and provide support and feedback to staff and implementing partners on programme approaches and methodological issues.
  • Maintain technical links with DRC Regional and HQ counterparts to ensure that DRC Jordan programmatic priorities align with and respond to global priorities.

Team Technical Support:

  • Coordinate DRC Jordan’s Economic Recovery Unit and provide team members with technical guidance and support, including through regular coordination meetings and field visits;
  • Mentor and support the Economic Recovery team through regular one-to-one supervision and performance appraisals;
  • Provide staff capacity building for the entire Economic Recovery team and other sector teams as needed.
  • Support the recruitment of Economic Recovery staff as required.
  • Lead and support the Economic Recovery staff in conducting regular market assessments, including value chains analysis.
  • Support in harmonisation of approaches in economic recovery programming across field sites.
  • Arrange fortnightly Economic Recovery staff meetings.
  • Provide technical support to Area and Base Managers and ensure the Economic Recovery Unit conducts regular field visits to support field teams.
  • Ensure all Economic Recovery tools, SoPs and guidelines are regularly updated, provide sound and coordinated revision when needed, and ensure all staff are trained and are implementing as per the standards.
  • Develop DRC Jordan cash programming tools for economic recovery, guidelines and SOPs in coordination with relevant technical units.
  • Ensure strong information management and use of databases for information management and reporting.
  • Ensure the Economic Recovery Unit provides regular trainings and supervision to activities and field teams to ensure quality project implementation.
  • Support members of the Economic Recovery Unit to conduct field or shadow visits and advise on quality concerns.

Coordination, Representation & Advocacy:

  • Represent DRC at technical coordination forums as agreed with the HoP.
  • Maintain close working relationships with technical leads within DRC Jordan, Middle East Regional Office, and HQ to ensure strategy and implementation coherence with overall objectives.
  • Develop and maintain DRC Jordan’s network of private sector partnerships and expand the scope of work
  • Take part in monthly PM meetings as requested by HoP.
  • Take active role in pushing DRC’s economic recovery advocacy messages in relevant coordination forums.

About you

Required / Desirable

  • At least five years proven and successful track record as technical advisor or project manager in the field of livelihoods/economic recovery.
  • Proven experience working in economic recovery programming in a middle-income country, preferably refugee hosting.
  • Experience working with INGOs or UN agencies.
  • Excellent skills in programme development and proposal writing.
  • Experience implementing market systems approaches and fostering strategic private sector engagement.
  • Leadership experience in livelihood/ economic recovery-related coordination mechanisms.
  • Experience in implementing the Graduation Approach and advanced livelihoods.
  • Experience in implementing youth-based programmes.
  • Experience and expertise in MSMEs implementation, both in urban and rural contexts.
  • Experience and expertise in conducting market assessments, in particular value-chain assessments and relevant analysis for program design.
  • Up-to-date on latest trends in humanitarian and livelihoods innovation.
  • Experience with team management and technical support.
  • Experience with project cycle management and project management tools such as logical frameworks, work plans, and monitoring plans.
  • Experience in financial inclusion, e-wallets, and digital livelihoods.
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny.
  • Previous experience in implementation of business support.
  • Strong experience in working with local and international partners, local/government authorities, and donor guidelines.

Ideally, you also have

  • Previous experience working in Middle East region.
  • Ability to communicate technical information in an easy to understand, informative and collaborative manner.
  • Good knowledge of the Core Humanitarian Standards or other accountability measures/standards.
